<strong>GOHSEP</strong> staff is heavily involved in pre-event planning<br />

and offers technical assistance to local governing<br />

authorities in support of their planning efforts. We<br />

organize supply chains and resources. We support<br />

State and local preparedness, prevention, response,<br />

recovery and hazard mitigation efforts through<br />

training and exercises. We play a significant role in<br />

grant administration, assuring that Louisiana grant<br />

Applicants receiving disaster-related grants made<br />

possible through the Robert T. Stafford Disaster Relief<br />

and Emergency Assistance Act (Stafford Act) and/or<br />

preparedness (non-disaster) grants are in compliance<br />

with Federal and State laws and regulations. All Federal<br />

Emergency Management Agency (FEMA) Public<br />

Assistance (PA), Hazard Mitigation Grant Program<br />

(HMGP) funding and homeland security grants are<br />

administered through <strong>GOHSEP</strong> to Louisiana grant<br />

Applicants. Our job is to see that Louisiana Applicants<br />

get the funding for which they are eligible and follow<br />

Federal rules for the implementation of the grants<br />

they receive. The FEMA Individual Assistance (IA) grant<br />

program is managed through FEMA and assisted by<br />

<strong>GOHSEP</strong>. This <strong>Manual</strong> discusses these activities and<br />

much, much more.<br />

HOW TO USE THIS MANUAL<br />

The Louisiana Homeland Security and Emergency<br />

Assistance and Disaster Act (Disaster Act), found in<br />

the Appendix creates the structure for the work we<br />

do. This <strong>Manual</strong> is organized in the below chapters to<br />

provide guidance on resources found within <strong>GOHSEP</strong><br />

to meet our responsibilities under the Disaster Act.<br />

Each chapter provides an overview of important topics<br />

and references specific resources where additional<br />

detailed information can be found.<br />

The <strong>Manual</strong> also includes chapters on important<br />
