IMPORTANT TERMS<br />
Coordinating Agency –<br />
Oversight agency or agencies for a particular RSF.<br />
The coordinating agency(ies) provides leadership<br />
for the RSF, ensuring ongoing coordination and<br />
communication between primary agencies and<br />
support organizations and between Federal agencies<br />
and corresponding local, State and Tribal authorities<br />
and nonprofit and private sector organizations.<br />
Joint Field Office (JFO) –<br />
The JFO is a temporary Federal multi-agency<br />
coordination center established locally. It facilitates<br />
the domestic incident management responsibilities of<br />
the Secretary of Homeland Security (HLS), providing<br />
the structure at the local level to bring Federal entities<br />
operating under their independent authorities<br />
together. The JFO provides field-level coordination<br />
for the full range of complex and constantly changing<br />
requirements in anticipation of or in response to<br />
threats or acts of terrorism, major disasters and other<br />
emergencies, including initial coordination for longterm<br />
community recovery and mitigation activities.<br />
Support Organizations –<br />
Those entities with specific capabilities or resources<br />
that support the primary agency in executing the<br />
mission of the RSF. The principle distinction between<br />
a primary and a supporting agency is the frequency<br />
with which the agency may be expected to actively<br />
participate in RSF activations.<br />

Primary Agency –<br />
A Federal agency with significant authorities, roles,<br />
resources or capabilities for a particular function<br />
within an RSF. Primary agencies orchestrate Federal<br />
support within their functional area and may lead<br />
interagency field assessments or support teams as<br />
necessary.<br />
Recovery Support Function (RSF) –<br />
Key functional areas of Federal and other post-disaster<br />
recovery assistance.<br />
