3.1 Louisiana State Analytical + Fusion<br />
Exchange (LA-SAFE)<br />
The Louisiana State Analytical and Fusion<br />
Exchange (LA-SAFE) consists of teams of Federal,<br />
State and local law enforcement officials who<br />
collect and analyze suspicious activities in order to assess local implications. This centralized and<br />
unified intelligence repository used to gather, maintain and analyze intelligence information is<br />
commonly referred to as the State Fusion Center. While daily operations are under the purview<br />
of the Louisiana State Police (LSP), the Director of the Governor’s Office of Homeland Security and<br />
Emergency Preparedness (<strong>GOHSEP</strong>) is appointed by the Governor as the Homeland Security<br />
Advisor (HSA) and acts on behalf of the Governor in the event of a disaster or an emergency. The<br />
LA-SAFE partnership continually works together to promote collaboration in an all-crimes/all-hazards<br />
environment, supporting Federal, State, local and private sectors by providing timely information for<br />
use in promoting public safety and local, State<br />
and national security against terrorist and other<br />
criminal threats.<br />
Proactive intelligence efforts are the key to<br />
inhibiting criminal networks — whether those<br />
networks are related to terrorism, drugs or<br />
other organized criminal enterprises. Activities<br />
include tips about drug and criminal activity,<br />
for example, that are then tracked and<br />
analyzed by investigators and analysts.<br />
More specifically, the Fusion Center is a<br />
collaborative effort of agencies that provides<br />
resources, expertise and information to<br />
the Center with the goal of maximizing<br />
their individual ability to detect, prevent,<br />
investigate and respond to criminal and<br />
terrorist activity. The Fusion process consists<br />
of turning the raw data that is received into<br />
