Best Practices in Emergency Operations Planning<br />
The State EOP guides State activities, investments<br />
and emergency operations to eliminate or reduce<br />
disaster impacts. While not required under<br />
LRS 29:726 B., the following list of activities and<br />
outcomes are identified as those areas the plan<br />
may seek to address:<br />
• Prevent and minimize injury and<br />
damage caused by disaster or<br />
emergency.<br />
• Provide for emergency relief and prompt<br />
and effective response.<br />
• Identify and address vulnerabilities.<br />
• Make recommendations for zoning,<br />
building and other land use controls,<br />
safety measures and other preventative<br />
and preparedness measures.<br />
• Provide assistance to local jurisdictions<br />
in designing local emergency action<br />
plans.<br />
• Authorize and create procedures for<br />
the construction of temporary works<br />
to protect against or mitigate danger,<br />
damage or loss from disasters, or other<br />
emergencies.<br />
• Catalog and distribute information on<br />
available Federal, State and private disaster<br />
and emergency assistance.<br />
• Organize manpower and chains of<br />
command.<br />
• Coordinate Federal, State and local<br />
homeland security, disaster or emergency<br />
activities.<br />
• Prevent terrorist attacks within the State<br />
to:<br />

Reduce vulnerability to terrorism.<br />

Minimize loss of life, injury and<br />
property damage resulting from<br />
acts of terrorism.<br />
• Coordinate all State and local plans for<br />
securing the homeland.<br />
• Include:<br />

Parish hazard plans.<br />

Hurricane evacuation and<br />
shelter plans.<br />

Other types of emergency<br />

State Plans<br />
State of Louisiana Emergency Operations Plan<br />
(EOP) – LRS 29:726 B. requires the State to prepare<br />
and maintain a homeland security and State EOP. At a<br />
minimum it must identify and propose:<br />
• Homeland security and emergency<br />
preparedness regions designated throughout<br />
the State for planning, exercises, response and<br />
recovery – LRS 29:726 E. (21).<br />

• An evacuation component, including<br />
evacuation planning for at-risk populations –<br />
LRS 29:726 E. (13) (a).<br />
• A shelter component – LRS 29:726 E. (14) (a).<br />
• Post-disaster response and recovery<br />
strategies, scalable to minor, major or<br />
catastrophic events – LRS 29:726 E. (15) (a).<br />
• Assignments of lead and support<br />
responsibilities – LRS 29:726 E. (16) (a).<br />
• A plan for the rescue, evacuation, transport<br />
and temporary sheltering for service animals<br />
and pets – LRS 29:726 E. (20) (a).
