STAFFORD ACT-DECLARED EVENT<br />

FEMA PA provided by Stafford Act-declared emergencies<br />

requires the local governing authority to participate<br />

through a cost share. Cost shares are typically either:<br />

75 percent Federal share + 25 percent local match<br />

OR<br />

90 percent Federal share + 10 percent local match.<br />

The 75 percent/25 percent cost share is based on<br />

estimated costs for eligible work that qualifies for FEMA PA.<br />

COST SHARE<br />

For FY13, eligibility for a 90 percent cost share requires<br />

the Federal share of the statewide obligated dollar<br />

amounts of all programs authorized under the Stafford<br />

Act to meet or exceed $593,871,732 – $131 per capita<br />

(adjusted annually) based on 2010 Census data.<br />

In rare occasions, assistance may be provided at 100<br />

percent Federal share, requiring no local match.<br />

FEMA IA has no cost share for housing assistance.<br />

Other Needs Assistance (ONA) has a 75/25 percent<br />

cost share. The ONA cost share is designated in the<br />

Stafford Act and cannot be waived. The maximum<br />

individual grant amount for ONA is currently $31,900,<br />

adjusted annually. See the FEMA Individual Assistance<br />

(IA) section later in this <strong>Manual</strong> to learn more about<br />

FEMA IA.<br />
