Continuity of Government (COG) Plan –<br />

COG plans provide the foundation for the Nation’s<br />

first essential function – enduring constitutional<br />

government. COG planning helps ensure governments<br />

at all levels – local, State and Federal – remain capable<br />

to perform essential functions under all conditions.<br />

Continuity of Operations Plan (COOP) –<br />

COOP, as defined in the National Security Presidential<br />

Directive-51/DHS, Presidential Directive-20 (NSPD-<br />

51/HSPD-20) and the National Continuity Policy<br />

Implementation Plan (NCPIP), is an effort within<br />

individual executive departments and agencies to ensure<br />

that primary, mission-essential functions continue<br />

to be performed during a wide range of emergencies,<br />

including localized acts of nature, accidents, and<br />

technological or attack-related emergencies.<br />

Emergency Operations Plan (EOP) –<br />

The EOP establishes the policies and structure for<br />

government management of emergencies and disasters.<br />

The EOP prescribes the phases of emergencies and<br />

disasters: prevention, preparedness, response and<br />

recovery. It assigns responsibilities for actions and<br />

tasks that the government will take to provide for the<br />

safety and welfare of its citizens against the threat of<br />

natural, technological, and national security emergencies<br />

and disasters. The State EOP is designed to coordinate<br />

closely with the National Response Framework (NRF) and<br />

with Parish EOPs, where it establishes a base on which<br />

further plans, procedures, guidelines, arrangements and<br />

agreements can be elaborated.<br />

National Response Framework (NRF) –<br />

The NRF is an all-discipline, all-hazards plan that<br />

establishes a single, comprehensive framework for<br />

the management of domestic incidents. It provides<br />

the structure and mechanisms for the coordination<br />

of Federal support to State, local, and Tribal incident<br />
