All agencies within the five (5) key disciplines, listed on<br />

the previous page, are welcome and encouraged to<br />

participate in the FLO program. For an agency to join the<br />

FLO program and have one of their employees become a<br />

FLO, the individual must be a full-time employee of one<br />

of the five (5) disciplines. Candidates must also have:<br />

• Tenure within the department, with the ability<br />

to be mobile and interactive with agency<br />

personnel.<br />

• Access to the chief administrator of<br />

their department, along with a comfort in<br />

interrelating with upper command personnel.<br />

• Good communications skills and a passion<br />

for learning about the threats of terrorism and<br />

ways to protect their community.<br />

• A willingness to reach out, to push<br />

information and to teach what has been<br />

learned.<br />

• Be-on-the-look-outs (BOLOs)<br />

• Cyber reports<br />

• Weekly bulletins<br />

• Photo lineups<br />

• Information dissemination to other clients<br />

• Alerts<br />

• LA-SAFE Daily Information Summary (DIS)<br />

Alerts are relevant to homeland security and/or law<br />

enforcement.<br />

FLOs assist with:<br />

• Ensuring quality and efficiency of<br />

information exchange between local<br />

agencies and the State Fusion Center.<br />

• Disseminating information to field officers and<br />

units.<br />

• Providing intelligence briefings to agency<br />

executive staff and national representatives.<br />

• Expanding awareness of the intelligence cycle<br />

and its foundational philosophy.<br />

• Increasing communication and outreach to<br />

local agencies that do not have a FLO.<br />

• Training to increase terrorism awareness.<br />

Through its partnerships and programs, LA-SAFE is able<br />

to produce the following:<br />
