IMPORTANT TERMS<br />

At-risk Populations –<br />

Those with access and functional needs. Typically, atrisk<br />

populations include children, elderly, those who are<br />

economically disadvantaged, those with disabilities, and<br />

those whose first language is not English, among others.<br />

Continuity of Government (COG) Plan –<br />

COG plans provide the foundation for the Nation’s<br />

first essential function – enduring constitutional<br />

government. COG planning helps ensure governments<br />

at all levels – local, State and Federal – remain capable<br />

to perform essential functions under all conditions.<br />

Continuity of Operations Plan (COOP) –<br />

COOP as defined in the National Security Presidential<br />

Directive-51/DHS, Presidential Directive-20 (NSPD-<br />

51/HSPD-20) and the National Continuity Policy<br />

Implementation Plan (NCPIP), is an effort within<br />

individual executive departments and agencies to ensure<br />

that primary mission-essential functions continue<br />

to be performed during a wide range of emergencies,<br />

including localized acts of nature, accidents, and<br />

technological or attack-related emergencies.<br />

General Population Shelter –<br />

Shelters that serve people who can survive without<br />

medical assistance. General population shelters<br />

provide basics such as food, water and basic first aid.<br />

Special-Needs Shelter –<br />

The State of Louisiana has identified two (2) specialneeds<br />

shelters: Medical Special-needs Shelters and<br />

Critical Transportation Needs Shelters. The Medical<br />

Special-needs shelters serve individuals triaged for<br />

medical needs that require the attention of medical<br />

professionals. Critical Transportation Needs Shelters are<br />

shelters developed as a direct response to Hurricanes<br />

Katrina and Rita, and are dedicated State-opened and<br />

controlled facilities reserved for citizens who do not<br />

have the capacity to evacuate themselves.<br />
