5.2.5 Community Development Block Grants<br />

(CDBG)<br />

The Community Development Block<br />

Grant (CDBG) program is a part of the<br />

U.S. Department of Housing and Urban<br />

Development (HUD).<br />

The State contact for CDBG is the Disaster<br />

Recovery Unit (DRU) of the Louisiana Office<br />

of Community Development (OCD), under<br />

the Louisiana Division of Administration (DOA).<br />

The flexibility in applying<br />

CDBG funding makes it a<br />

powerful recovery tool.<br />

The Louisiana D-CDBG program awards and administers Federal grants to individuals,<br />

nonprofits and local governments in Federally designated areas of the State. The program is<br />

designed to further develop communities by providing housing, a suitable living environment<br />

and expand economic opportunities, primarily for persons of low to moderate income in<br />

keeping with Federal statutory requirements.<br />

CDBG FUNDING + DISASTER RECOVERY<br />

CDBG funding plays an important role in disaster recovery. Authorized under Title I of the<br />

Housing and Community Development Act of 1974, as amended, HUD provides flexible grants<br />

to help cities, counties/Parishes and States recover from Presidentially declared disasters,<br />

especially in low-income areas, subject to availability of supplemental appropriations.<br />

In response to disasters, Congress may appropriate additional funding for the CDBG and<br />

HOME Investment Partnership (HOME) Programs as disaster recovery grants to rebuild the<br />

affected areas and provide crucial seed money to start the recovery process. Because CDBG<br />

disaster recovery assistance may fund a broad range of recovery activities, HUD can help<br />

communities and neighborhoods that otherwise might not recover due to limited resources.<br />

Disaster recovery grants often supplement disaster programs of FEMA, the U.S. Small Business<br />

Administration (SBA) and the U.S. Army Corps of Engineers (USACE). In addition, HUD HOME<br />

disaster recovery grants can provide an important resource for providing affordable housing to<br />

disaster victims.<br />
