2.2.1 Parish Emergency Operations Plan<br />
(EOP)<br />
The Louisiana Homeland Security and<br />
Emergency Assistance and Disaster Act<br />
(Disaster Act) – Louisiana Revised Statute<br />
(LRS) Title 29:729 B. – requires each Parish to<br />
develop and maintain a Parish-level all-hazards<br />
Emergency Operations Plan (EOP). A Parish<br />
EOP details the overall responsibilities of<br />
Parish government, as well as guidelines and<br />
organizational priorities necessary to ensure<br />
a coordinated local, State and Federal response<br />
EOPs describe who will<br />
do what, when, with what<br />
resources, and by what<br />
authority – before, during<br />
+ immediately after an<br />
emergency.<br />
PARISH PLANNING CHECKLIST<br />
A Parish EOP should be community-based, representing the whole community and its needs, and include<br />
participation from all stakeholders in the community. It should plan for the prevention and minimization of injury<br />
and damage caused by disaster or emergency, and continuity of government. Plans typically include:<br />
q Mission and supporting goals.<br />
q Phases of emergency management – preparedness, prevention, response, recovery and mitigation.<br />
q Situation analysis, identifying areas particularly vulnerable to disasters or emergency; capacity, resources and<br />
assets available to address identified vulnerabilities; and strategies for addressing needs where gaps occur.<br />
q The creation of an Emergency Operations Center (EOC).<br />
q Organization of manpower and chains of command, defining responsibilities for key leadership and<br />
participants, logistical support and direction and control of resources.<br />
q A logical and analytical problem-solving process.<br />
q All hazards and threats.<br />
q Flexibility and capacity (borrowed and self capacity) to handle traditional and catastrophic events.<br />
q Discussion on how the above activities are to be conducted within the Parish and how activities are<br />
coordinated with the emergency response planning of others:<br />
