FEMA Guidance for<br />

Purchasing Critical<br />

Emergency Supplies (CES)<br />

There is another reason logistics is critical to<br />

emergency management. Prior to allocating grant<br />

funding to purchase Critical Emergency Supplies<br />

(CES), Applicants must have a FEMA-approved viable<br />

inventory management plan, an effective distribution<br />

strategy, demonstrate sustainable costs for each and<br />

logistical expertise to avoid situations where funds are<br />

wasted because supplies are rendered ineffective due<br />

to lack of planning.<br />

If an Applicant uses FEMA funding, grant compliance<br />

requires that recipients fund a logistical system<br />

that provides climate controlled storage, inventory<br />

integrity and a distribution plan.<br />

Suggested commodities<br />

Parishes should keep these commodities in stock<br />

year round:<br />

• Shelf-stable meals<br />

• Bottled water<br />

• Flood barriers<br />

• Sand<br />

• Sandbags<br />

• Tarps<br />

Unified Logistics element<br />

(ULE)<br />

<strong>GOHSEP</strong> Unified Logistics Element (ULE) is tasked<br />

with validating Parish logistical compliance for CES.<br />

Each Parish requesting grant funds for CES purchase is<br />

required to demonstrate these capabilities to <strong>GOHSEP</strong><br />

ULE.<br />

The ULE includes representatives from FEMA, <strong>GOHSEP</strong><br />

and the Louisiana National Guard (LANG). Its purpose is<br />

to improve the flow of resources during an emergency.<br />

Through a proactive approach in the storage and<br />

distribution of commodities, it calls for pre-positioned<br />

commodities prior to an emergency and a resource<br />

database that list assets available to the State that may<br />

be used as a POD.<br />

The ULE facilitates the distribution of commodities in the<br />

affected areas following an emergency. ULE works with<br />

Parish OHSEP Directors to identify local staging areas.<br />

ULE is responsible for developing and maintaining the<br />

State’s resources/database, making it easier to allocate<br />

State assets during an emergency. State agencies and<br />

Emergency Support Functions (ESFs) are able to see<br />

what and where resources are available within the State.<br />
