GOHSEP Louisiana Elected Officials Emergency Management Manual Prepare + Prevent + Respond + Recover + mitigate 6.3 FEMA Post-Disaster Hazard Mitigation Grant Program (HMGP) The Hazard Mitigation Grant Program (HMGP) provides grants to State and local governments to implement long-term hazard mitigation measures after a major disaster declaration. The purpose of the HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. Because HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act), it is sometimes referred to as 404 Mitigation. Hazard mitigation grants help communities build back safer + stronger after disasters . . . Better prepared to withstand the impacts of future disasters. HMGP funding is allocated using a sliding scale formula based on the percentage of funds spent on FEMA Public Assistance (PA) and Individual Assistance (IA) programs for each Presidentially declared disaster. For States with a FEMA-approved State Hazard Mitigation Plan (SHMP), the formula provides 15 percent of the first $2 billion of estimated aggregate amounts of disaster assistance; 10 percent for the next portion of amounts between $2 billion and $10 billion; and 7.5 percent for the next portion of amounts between $10 billion and $35.333 billion. HMGP Funding formula FEMA pays up to 75 percent of the eligible hazard mitigation project costs. Either the State or Applicant covers the remaining 25 percent, though it need not be in cash.
