Important Terms<br />

Incident Command System (ICS) –<br />

Provides a flexible, standardized core mechanism<br />

for coordinated and collaborative incident<br />

management, whether for incidents where additional<br />

resources are required or are provided from different<br />

organizations within a single jurisdiction, or<br />

outside the jurisdiction or for complex incidents<br />

with national implications.<br />

National Incident Management System (NIMS) –<br />

Establishes standard incident-management processes,<br />

protocols and procedures so that all local, State,<br />

Federal and private-sector emergency responders can<br />

coordinate their responses, share a common focus<br />

and place full emphasis on resolving the event.<br />

All local governments and State agencies must<br />

comply with NIMS to be eligible for Federal<br />

preparedness assistance.<br />

National Integration Center (NIC) –<br />

The Secretary of HLS, through the NIC, publishes<br />

standards, guidelines and compliance protocols<br />

for determining whether Federal, Tribal, State or local<br />

governments have implemented NIMS. Additionally,<br />

the Secretary, through the NIC, manages publications<br />

with other departments and agencies, develops<br />

standards, guidelines, compliance procedures and<br />

protocols for all aspects of NIMS.<br />

National Response Framework (NRF) –<br />

Presents the guiding principles that enable all response<br />

partners to prepare for and provide a unified national<br />

response to disasters and emergencies — from the<br />

smallest incident to the largest catastrophe. The NRF<br />

establishes a comprehensive, all-hazards approach to<br />

domestic incident response.<br />
