5.2 Recovery Resources<br />

Successful recoveries require investments in repairing and reconstructing damaged facilities<br />

and helping people rebuild lives. Whether considering public facilities, commercial properties or<br />

individuals and residential recoveries, the first place to look for recovery<br />

funding is through your insurance coverage, followed by rainy day<br />

reserves and the re-direction of funding committed for other projects<br />

or needs. Public entities can also look to municipal bonds.<br />

STATE ASSISTANCE<br />

• State Interim Emergency Board (IEB). In both declared<br />

and non-declared events, the IEB may be a source for<br />

funding support. IEB provides discretionary funding<br />

(based on legislative appropriations) to assist in the<br />

recovery from disaster damages. See next section of this<br />

<strong>Manual</strong> that discusses IEB in greater detail.<br />

When individual and local resources are overwhelmed and are<br />

insufficient to meet disaster recovery needs – and if a Presidential<br />

declaration has been made – recovery funding is available through the<br />

Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford<br />

Act). The Stafford Act opens the<br />

door to FEMA Public Assistance<br />

(PA), Individual Assistance (IA) and<br />

technical and other Direct Federal<br />

Assistance (DFA) through Mission<br />

Assignments. More information<br />

on FEMA PA and IA can be found<br />

later in this chapter.<br />
