5.2.1 Interim Emergency Board (IEB) +<br />

Other Prospective Resources<br />

Disasters require resources for response<br />

and recovery. The response to any disaster<br />

or emergency results in a cost impact<br />

to State and local governments. If the<br />

State is granted a Presidential declaration,<br />

FEMA typically provides a minimum<br />

of 75 percent of the cost. Without a<br />

Presidential declaration, the State and local<br />

governments are required to pay 100 percent of the cost.<br />

When local government<br />

does not have the ability to<br />

fund recovery, the IEB may<br />

provide financial assistance.<br />

When disaster impacts overwhelm local resources, response and recovery leadership need to<br />

know where to go to seek funding. While there are many prospective funding sources, the State<br />

Interim Emergency Board (IEB) is a source to consider.<br />

IEB<br />

The IEB is responsible for either obtaining funds<br />

(from the State General Fund or by borrowing<br />

on the full faith and credit of the State) or<br />

recommending that a State agency deficit spend<br />

its current year budget when an emergency<br />

situation arises between sessions of the<br />

Legislature.<br />

Requests for programs or projects, which may<br />

require future continuing State appropriations,<br />

are not acted upon by the IEB except by request<br />

for deficit spending. Should deficit spending be<br />

found impractical or impossible, the IEB may<br />

fund such projects with a favorable vote of its<br />

members.<br />
