2.6 Preparedness (Non-Disaster) Grants<br />

There are several Federal grants<br />

that provide assistance to enhance<br />

homeland security and the ability<br />

of State, local, Tribal and territorial<br />

jurisdictions and other regional<br />

authorities in the preparation,<br />

prevention and response to terrorist<br />

attacks and other disasters. Localities<br />

can use grants for planning, equipment, training and exercise needs.<br />

Non-disaster grants meet<br />

national goals + support<br />

the needs of individual<br />

communities.<br />

Two (2) grant programs of particular importance to the Louisiana emergency management<br />

community and especially important to local elected officials are the:<br />

• Emergency Management Performance Grants (EMPG) Program<br />

• Homeland Security Grant Program (HSGP)<br />

EMERGENCY MANAGEMENT PERFORMANCE GRANTS<br />

(EMPG) PROGRAM<br />

EMPGs were established to provide grants to States to assist State, local, Tribal and territorial<br />

governments in preparing for all hazards. Title VI of the Robert T. Stafford Disaster Relief and<br />

Emergency Assistance Act (Stafford Act) authorizes FEMA to make grants for the purpose of<br />

providing a comprehensive system of emergency preparedness for the protection of life<br />

and property in the United States from all hazards and to vest responsibility for emergency<br />

preparedness jointly in the Federal government, States and their political subdivisions.<br />

The State Administrative Agent (SAA) or the State’s Emergency Management Agency (EMA)<br />

are the only entities eligible to apply to FEMA for the EMPG and HSGP program funds on behalf<br />

of State and local emergency management agencies.<br />
