Chapter IV — Narrative <strong>of</strong> Events <strong>of</strong> February and March 2011<br />

i. Electoral districts should not be designed in a manner<br />

that disadvantages one particular group.<br />

ii. The interests <strong>of</strong> all parties should be taken into<br />

consideration so that <strong>the</strong> new constitutional order<br />

satisfies <strong>the</strong> aspirations <strong>of</strong> <strong>the</strong> people <strong>of</strong> <strong>Bahrain</strong> to<br />

have an elected government and a fully empowered<br />

parliament. The elected house <strong>of</strong> parliament should<br />

enjoy exclusive legislative and oversight powers, and<br />

should not share those powers with ei<strong>the</strong>r <strong>the</strong> executive<br />

or an unelected chamber <strong>of</strong> parliament.<br />

iii. The family should not be allowed, as is currently <strong>the</strong><br />

case, to monopolise <strong>the</strong> affairs <strong>of</strong> <strong>the</strong> State, nor should<br />

<strong>the</strong> Shia or <strong>the</strong> Sunnis. The new constitutional order<br />

should be based on a consensus, requiring a majority <strong>of</strong><br />

votes for approval.<br />

iv. This is not a solution for today or tomorrow, but a<br />

long-term solution that can achieve true stability so that<br />

<strong>the</strong> country does not relapse into a crisis.<br />

v. Any solution must be based on <strong>the</strong> principles <strong>of</strong> justice,<br />

equity, equality and responsible government, within an<br />

environment <strong>of</strong> a free media and <strong>the</strong> freedom <strong>of</strong><br />

association.<br />

vi. Al Wefaq will reject any solution that does not satisfy<br />

<strong>the</strong> aspirations <strong>of</strong> <strong>the</strong> Sunnis. Similarly, Al Wefaq will<br />

reject any solution that does not satisfy <strong>the</strong> aspirations<br />

<strong>of</strong> <strong>the</strong> Shia. What is needed is a <strong>Bahrain</strong> in which all<br />

people can live in harmony and tolerance, and <strong>the</strong><br />

human dignity <strong>of</strong> all <strong>Bahrain</strong>is is respected.<br />

357. Opposition sources have indicated that ano<strong>the</strong>r document was also<br />

issued outlining <strong>the</strong> opposition’s proposals for a solution to <strong>the</strong> unfolding<br />

situation in <strong>Bahrain</strong>. This document, which was entitled “The Roadmap for<br />

<strong>the</strong> Constitutional Exist from <strong>the</strong> Political Crisis”, included <strong>the</strong> following<br />

points:<br />

a. The roadmap is a constitutional exit from <strong>the</strong> political crisis<br />

within <strong>the</strong> framework <strong>of</strong> a national dialogue, without<br />

engaging in o<strong>the</strong>r political affairs, which represents a suitable<br />

ground for dialogue.<br />

b. The King is to issue a constitutional proclamation by a Royal<br />

Order. This proclamation should stipulate <strong>the</strong> following:<br />

i. The cancellation <strong>of</strong> <strong>the</strong> 2002 Constitution.<br />

ii. The cancellation <strong>of</strong> <strong>the</strong> electoral districts law.<br />

iii. The formation <strong>of</strong> a transitional government composed<br />

<strong>of</strong> representatives from across <strong>the</strong> political spectrum<br />
