Foreign Forces and Foreign Actors<br />

by a Saudi Arabian unit operating under GCC-JSF command. <strong>Commission</strong><br />

investigations revealed, however, that <strong>the</strong> armed unit involved in <strong>the</strong> incident<br />

leading to <strong>the</strong> death <strong>of</strong> <strong>the</strong> deceased was a BDF unit deployed in <strong>the</strong> Al-<br />

Bodaye’ Street. No GCC-JSF forces were stationed in <strong>the</strong> area.<br />

1583. According to reports submitted by <strong>the</strong> GoB to <strong>the</strong> <strong>Commission</strong>, <strong>the</strong><br />

GCC-JSF did not participate in any operations involving confrontations with<br />

<strong>Bahrain</strong>i civilians, including <strong>the</strong> second clearing operation at <strong>the</strong> GCC<br />

Roundabout. These reports also state that none <strong>of</strong> <strong>the</strong> GCC-JSF units reported<br />

firing any weapons or engaging with any civilians at any time during <strong>the</strong>ir<br />

deployment in <strong>Bahrain</strong>. There are also no reports <strong>of</strong> any injuries in <strong>the</strong> ranks<br />

<strong>of</strong> <strong>the</strong> GCC-JSF units.<br />

D. Findings and Conclusions<br />

1584. The evidence presented to <strong>the</strong> <strong>Commission</strong> by <strong>the</strong> GoB on <strong>the</strong><br />

involvement by <strong>the</strong> Islamic Republic <strong>of</strong> Iran in <strong>the</strong> internal affairs <strong>of</strong> <strong>Bahrain</strong><br />

does not establish a discernable link between specific incidents that occurred<br />

in <strong>Bahrain</strong> during February and March 2011 and <strong>the</strong> Islamic Republic <strong>of</strong> Iran.<br />

Given that most <strong>of</strong> <strong>the</strong> claims made by <strong>the</strong> GoB related to allegations <strong>of</strong><br />

intelligence operations undertaken by Iranian operatives, sources <strong>of</strong> which, by<br />

<strong>the</strong>ir nature, are not publicly available, <strong>the</strong> <strong>Commission</strong> has not been able to<br />

investigate or independently verify <strong>the</strong>se allegations <strong>of</strong> Iranian involvement in<br />

<strong>the</strong> events <strong>of</strong> February and March 2011.<br />

1585. The GoB has indicated to <strong>the</strong> <strong>Commission</strong> that it has fur<strong>the</strong>r<br />

information in its possession that demonstrates involvement by <strong>the</strong> Islamic<br />

Republic <strong>of</strong> Iran in <strong>the</strong> internal affairs <strong>of</strong> <strong>Bahrain</strong>. Due to security and<br />

confidentiality considerations, however, <strong>the</strong> GoB has declined to share this<br />

information with <strong>the</strong> <strong>Commission</strong>.<br />

1586. The <strong>Commission</strong> has not found any evidence <strong>of</strong> human rights<br />

violations committed by <strong>the</strong> GCC-JSF units deployed in <strong>Bahrain</strong> starting on<br />

14 March 2011.<br />
