<strong>Report</strong> <strong>of</strong> <strong>the</strong> <strong>Bahrain</strong> <strong>Independent</strong> <strong>Commission</strong> <strong>of</strong> <strong>Inquiry</strong><br />

inevitable. These exceptional situations also have negative and sometimes<br />

serious effects on <strong>the</strong> freedom <strong>of</strong> movement, access to work and public<br />

services, business, etc. The <strong>Commission</strong> finds that such negative effects<br />

materialised during <strong>the</strong> period in question. The <strong>Commission</strong> however is <strong>of</strong> <strong>the</strong><br />

view that such general negative effects impacted everyone in <strong>Bahrain</strong> and<br />

were not specific to one community.<br />

3. Recommendations<br />

1563. To develop educational programs at <strong>the</strong> primary, secondary and<br />

university levels to promote religious, political and o<strong>the</strong>r forms <strong>of</strong> tolerance,<br />

as well as promote human rights and <strong>the</strong> rule <strong>of</strong> law.<br />
