J. Steps taken by <strong>the</strong> Ministry <strong>of</strong> Interior to Make<br />

Detention Centres Safe<br />

1683. On 20 April 2011, <strong>the</strong> MoI established an internal committee to<br />

supervise and review its detention centres (long term and police stations).<br />

This committee is required to conduct spontaneous inspections <strong>of</strong> each<br />

detention centre in order to ensure that appropriate safety and security<br />

safeguards are in place and that each detainee’s rights are respected. This<br />

committee reports approximately twice monthly to <strong>the</strong> General Inspector.<br />

This report is required to identify any problems found during <strong>the</strong> random<br />

inspections.<br />

1684. In August 2011, <strong>the</strong> Ministry <strong>of</strong> Interior finalised posters setting out,<br />

in detail, <strong>the</strong> rights <strong>of</strong> detainees under <strong>Bahrain</strong>i and international law, as a<br />

reminder to all prison <strong>of</strong>ficers. The <strong>Commission</strong> was informed that <strong>the</strong>se are<br />

now on display in all prisons and detention centres.<br />

K. Constitutional Reform<br />

1685. The National Dialogue recommended that <strong>the</strong> 2002 Constitution <strong>of</strong><br />

<strong>Bahrain</strong> be revised to address some <strong>of</strong> <strong>the</strong> criticisms that had been levelled<br />

against it. Therefore, as part <strong>of</strong> <strong>the</strong> measures that it plans to undertake to<br />

implement <strong>the</strong> recommendations <strong>of</strong> <strong>the</strong> National Dialogue, <strong>the</strong> GoB has<br />

prepared 20 amendments to <strong>the</strong> Constitution. The proposed amendments<br />

extend to <strong>the</strong> following articles: 42; 46; 52; 53; 57; 65; 67; 68; 83; 85; 86; 87;<br />

88; 91; 92; 102; 103; 109; 115; and 120.<br />
