Foreign Minister also affirmed that <strong>the</strong> families <strong>of</strong> foreign workers killed<br />

during <strong>the</strong> previous weeks would be supported by <strong>the</strong> GoB, and asserted that a<br />

zero-tolerance policy would be implemented against those attacking expatriate<br />

workers.<br />

623. A similar pattern <strong>of</strong> protests was recorded during <strong>the</strong> day. Groups <strong>of</strong><br />

protesters ga<strong>the</strong>red in a number <strong>of</strong> neighbourhoods and clashed with riot<br />

police who were dispatched to disperse <strong>the</strong>se groups. The sizes <strong>of</strong> <strong>the</strong>se<br />

demonstrations varied, but generally did not exceed 200 persons.<br />

624. HRH <strong>the</strong> Prime Minister Prince Khalifa bin Salman Al Khalifa<br />

ordered that government ministries and departments strictly apply <strong>the</strong> Civil<br />

Service Bureau (CSB) regulation, particularly in relation to absenteeism,<br />

tardiness and overall performance. All government departments were also<br />

required to submit reports about <strong>the</strong>ir employees’ compliance with <strong>the</strong> CSB<br />

regulations.<br />

625. The University <strong>of</strong> <strong>Bahrain</strong> established three investigative committees<br />

into <strong>the</strong> events that occurred on campus during <strong>the</strong> past weeks leading to <strong>the</strong><br />

suspension <strong>of</strong> classes and <strong>the</strong> closure <strong>of</strong> <strong>the</strong> university.<br />

Monday, 28 March 2011<br />

626. Limited protests were reported during <strong>the</strong> day. Small groups <strong>of</strong><br />

individuals were reported to have ga<strong>the</strong>red in places including Arad,<br />

Samaheej, Karzakan, Al-Diah, Al-Ekr Al-Gharby, Al Dair and Bani Jamra. In<br />

some <strong>of</strong> <strong>the</strong>se areas, protesters set fire to tyres and garbage dumpsters and<br />

attempted to obstruct traffic. Police patrols clashed with <strong>the</strong>se protesters and<br />

blocked <strong>of</strong>f exit routes from <strong>the</strong>se areas.<br />

627. On a number <strong>of</strong> occasions, unidentified individuals attempted to<br />

attack police patrols or security checkpoints, including by throwing rocks or<br />

Molotov cocktails. Meanwhile, police continued to arrest pedestrians and<br />

drivers who were found carrying anti-government material. As on previous<br />

days, detained individuals were transferred to <strong>the</strong> closest police stations,<br />

where <strong>the</strong>y were subjected to <strong>the</strong> same forms <strong>of</strong> mistreatment.<br />

628. Assaults against security personnel also continued to be reported. For<br />

example, at 19:30, a National Guard <strong>of</strong>ficer reported being attacked while<br />

driving his private car in Arad. He suffered slight injuries to his head, back<br />

and chest.<br />

629. Acting Minister <strong>of</strong> Health Dr Fatima Al-Baloushi ordered <strong>the</strong><br />

establishment <strong>of</strong> a committee to investigate violations <strong>of</strong> applicable codes <strong>of</strong><br />

ethics by employees <strong>of</strong> SMC.<br />

Tuesday, 29 March 2011<br />

630. Limited demonstrations were reported during <strong>the</strong> day. Small<br />

ga<strong>the</strong>rings were recorded in Al-Ekr Al-Sharky, Babar, Al-Berhama, Al-<br />

Maa’ameer, Sitra, Karzakan and Al-Noueidrat.<br />
