Chapter V — Events at Salmaniya Medical Complex<br />

March 2011. 304 During this period, certain members <strong>of</strong> <strong>the</strong> medical staff at<br />

SMC allegedly gained control over <strong>the</strong> SMC’s car park and Emergency<br />

Section and managed SMC without <strong>the</strong> permission <strong>of</strong> <strong>the</strong> authorities.<br />

702. The GoB’s grievances against <strong>the</strong> accused medical personnel focus<br />

on <strong>the</strong> three following allegations: (i) hundreds <strong>of</strong> protesters supported by <strong>the</strong><br />

accused doctors took over <strong>the</strong> SMC car park and Emergency Section between<br />

14 February and 16 March 2011; (ii) medical personnel and SMC<br />

administrators attempted to gain control over <strong>the</strong> administration <strong>of</strong> SMC; and<br />

(iii) medical personnel colluded with protesters, <strong>the</strong> Al Wefaq National<br />

Islamic Society (Al Wefaq) and o<strong>the</strong>r opposition and religious leaders in<br />

setting up tents and gaining control over SMC.<br />

703. The <strong>Commission</strong> has received contradictory statements from <strong>the</strong> GoB<br />

and <strong>the</strong> accused medical personnel. Some witnesses stated that <strong>the</strong> accused<br />

doctors “hijacked” SMC and violated <strong>the</strong> rights <strong>of</strong> patients, 305 while o<strong>the</strong>rs<br />

stated that this never happened. 306<br />

704. There seems to be general recognition that SMC was not controlled<br />

by protesters, with <strong>the</strong> exception <strong>of</strong> certain limited areas, and that SMC<br />

generally continued to function normally. On <strong>the</strong> side <strong>of</strong> <strong>the</strong> GoB, an<br />

Undersecretary <strong>of</strong> <strong>the</strong> MoH, claimed that protesters were not in control <strong>of</strong> any<br />

part <strong>of</strong> <strong>the</strong> building, with <strong>the</strong> exception <strong>of</strong> <strong>the</strong> Emergency Section on <strong>the</strong> day<br />

<strong>of</strong> <strong>the</strong> second evacuation <strong>of</strong> <strong>the</strong> GCC Roundabout (16 March 2011). SMC<br />

was o<strong>the</strong>rwise under <strong>the</strong> control <strong>of</strong> <strong>the</strong> administrators. 307 He fur<strong>the</strong>r stated that<br />

<strong>the</strong> exit and entrance into SMC were normal except in periods <strong>of</strong> emergency.<br />

On 9 March 2011, <strong>Bahrain</strong> Television aired a segment showing Dr Nezar Al<br />

Bahrana, <strong>the</strong> <strong>the</strong>n Minister <strong>of</strong> Health, visiting SMC. The segment also<br />

included statements by him, medical personnel and patients <strong>of</strong> diverse<br />

backgrounds stating that <strong>the</strong> situation was calm and normal at SMC, and<br />

asking for individuals not to believe rumours regarding SMC. 308<br />

705. With respect to <strong>the</strong> operation <strong>of</strong> SMC, and some reorganisation<br />

measures that were being undertaken at <strong>the</strong> time, <strong>the</strong> Head <strong>of</strong> <strong>the</strong> Emergency<br />

Section stated that meetings occurred on 19 and 20 February 2011 between<br />

some <strong>of</strong> <strong>the</strong> accused doctors and <strong>the</strong> Assistant Undersecretary for Hospital<br />

Services, in order to discuss <strong>the</strong> management <strong>of</strong> SMC in a time <strong>of</strong> crisis. 309<br />

The Assistant Undersecretary for Hospital Services was representing <strong>the</strong><br />

Minister, who was out <strong>of</strong> <strong>the</strong> country. Subsequently, <strong>the</strong> Assistant<br />

Undersecretary for Hospital Services suggested that he could assign specific<br />

tasks to some doctors in order to regulate <strong>the</strong> situation in <strong>the</strong> Emergency<br />

Section. This suggestion was accepted and put into action, with overall<br />

authority remaining with him. The circumstances, however, were not entirely<br />
