Chapter V — Events at Salmaniya Medical Complex<br />

video shows medical personnel standing between <strong>the</strong> protesters and <strong>the</strong><br />

injured individuals, with some <strong>of</strong> <strong>the</strong> ga<strong>the</strong>red crowd trying to shove and kick<br />

<strong>the</strong> injured expatriates. The role <strong>of</strong> <strong>the</strong> medical personnel is disputed. The<br />

GoB’s account <strong>of</strong> events is based on witness statements. One doctor reported<br />

that on 13 March he saw two Pakistanis who had been brought to SMC in<br />

ambulances with <strong>the</strong>ir hands tied behind <strong>the</strong>ir backs being attacked by<br />

protesters. 391 The doctor referred to in paragraphs 743 and 744 was attacking<br />

one <strong>of</strong> <strong>the</strong> patients and pulling him violently and he asked <strong>the</strong> doctor not to<br />

“release <strong>the</strong> handcuffs <strong>of</strong> <strong>the</strong> animal”. The doctor also reported seeing him<br />

attack o<strong>the</strong>r injured patients.<br />

770. One doctor stated that injured Indians and Pakistanis were brought in<br />

ambulances to SMC against <strong>the</strong>ir will on 13 March. 392 He claimed that he was<br />

forced to stop helping <strong>the</strong> wounded by <strong>the</strong> accused medical staff. He was told<br />

not to remove <strong>the</strong> ties on <strong>the</strong>ir hands. He fur<strong>the</strong>r reported seeing one <strong>of</strong> <strong>the</strong><br />

accused doctors holding Asian patients by <strong>the</strong>ir necks. He <strong>the</strong>n took <strong>the</strong>ir<br />

CPRs 393 and mobile phones from <strong>the</strong>m and asked <strong>the</strong>m where <strong>the</strong>y worked.<br />

They replied that <strong>the</strong>y were workers, but <strong>the</strong>n he forced <strong>the</strong>m to say that <strong>the</strong>y<br />

worked with <strong>the</strong> police and that <strong>the</strong>y had taken 20 dinars from <strong>the</strong> GoB to<br />

harm <strong>the</strong> protesters. He fur<strong>the</strong>r threatened <strong>the</strong> patients by telling <strong>the</strong>m that <strong>the</strong><br />

accused doctors would call <strong>the</strong>ir family and that <strong>the</strong> accused doctors would<br />

kill <strong>the</strong>m.<br />

771. A news clip by Al Jazeera shows identification cards for some <strong>of</strong> <strong>the</strong><br />

injured who had been brought in to SMC, purportedly identifying <strong>the</strong>m as<br />

expatriates who worked for <strong>the</strong> MoI and o<strong>the</strong>r security agencies. 394<br />

772. The Head <strong>of</strong> <strong>the</strong> Emergency Section stated that on 13 March 2011<br />

patients <strong>of</strong> Asian origin were treated by doctors in <strong>the</strong> Emergency Section and<br />

<strong>the</strong>n transferred to BDF Hospital. The transfer took place after <strong>the</strong> person in<br />

charge <strong>of</strong> security informed him that <strong>the</strong> patients were in danger, so he<br />

coordinated with SMC to have <strong>the</strong>m transferred to BDF Hospital. 395<br />

773. A number <strong>of</strong> witnesses gave statements to <strong>the</strong> <strong>Commission</strong> in which<br />

<strong>the</strong>y denied <strong>the</strong>se allegations. According to <strong>the</strong> statement submitted to <strong>the</strong><br />

<strong>Commission</strong> by <strong>the</strong> accused medical personnel on 13 September 2011:<br />

The injured patients <strong>of</strong> Asian origin brought to SMC on March 13,<br />

2011 were involved in violent clashes with <strong>the</strong> protesters in<br />

Manama. Some <strong>of</strong> <strong>the</strong>se were actually thugs in civilian dress that<br />

attacked civilians using sticks, iron rods and stones. The<br />

protesters tried to defend <strong>the</strong>mselves so <strong>the</strong>y caught some <strong>of</strong> <strong>the</strong>m<br />

and tied <strong>the</strong>ir hands. The ambulance took <strong>the</strong> injured people from<br />

both sides for treatment at SMC. These were so violent and were<br />

screaming at <strong>the</strong> medical staff who prevented <strong>the</strong>m from untying<br />
