Roundabout. 287 Three tents and a podium for speeches were set up in <strong>the</strong><br />

SMC car park, near <strong>the</strong> entrance to <strong>the</strong> Emergency Section. 288<br />

684. On 26 February 2011, a ministerial change was announced, with <strong>the</strong><br />

previous Minister <strong>of</strong> Health, Dr Faisal Al Hamar, replaced by Dr Nezar Al<br />

Baharna. Protesters remained in <strong>the</strong> SMC car park, and erected tents and a<br />

podium.<br />

685. On 11 March 2011, injured protesters and government supporters<br />

were sent to SMC and o<strong>the</strong>r health centres across <strong>Bahrain</strong>. According to SMC<br />

records, on 11 March, 173 emergency crisis patients presented at SMC and 73<br />

patients were admitted, with five <strong>of</strong> <strong>the</strong>se admissions being related to <strong>the</strong><br />

protests.<br />

686. On 13 March 2011, King Faisal Causeway was blocked by<br />

demonstrators and was <strong>the</strong>n cleared by security forces. 289 The injured were<br />

sent to SMC. Clashes also occurred at <strong>the</strong> University <strong>of</strong> <strong>Bahrain</strong> between progovernment<br />

and anti-government protesters, with many <strong>of</strong> <strong>the</strong> injured sent to<br />

SMC. 290 In o<strong>the</strong>r parts <strong>of</strong> <strong>the</strong> country, clashes occurred between protesters<br />

and expatriates, with some <strong>of</strong> those injured sent to SMC. Footage shows some<br />

injured expatriates arriving at SMC with <strong>the</strong>ir hands tied, and medical staff<br />

escorting <strong>the</strong>m out <strong>of</strong> <strong>the</strong> ambulance and seemingly pushing and pulling <strong>the</strong>m<br />

into <strong>the</strong> Emergency Section. 291 According to SMC records, on 13 March,<br />

1,074 emergency crisis patients presented at <strong>the</strong> Emergency Section and 105<br />

patients were admitted, with 40 <strong>of</strong> <strong>the</strong>se admissions being related to <strong>the</strong><br />

protests. 292<br />

687. Also on 14 March 2011, according to MoH records, 54 emergency<br />

crisis patients presented at SMC and 71 patients were admitted, with eight <strong>of</strong><br />

<strong>the</strong>se admissions being related to <strong>the</strong> protests. 293<br />

688. On 15 March 2011, HM King Hamad declared a three month “State<br />

<strong>of</strong> National Safety”. Security operations took place in various parts <strong>of</strong> <strong>the</strong><br />

country, particularly in Sitra. 294 Many <strong>of</strong> those injured as a result <strong>of</strong> <strong>the</strong>se<br />

operations were taken to SMC. According to MoH records, on 15 March, 35<br />

emergency crisis patients presented at SMC and 139 patients were admitted,<br />

with 71 <strong>of</strong> <strong>the</strong>se admissions being related to <strong>the</strong> protests. 295<br />
