[A]ll clinics and <strong>the</strong> operating rooms were running and<br />

functioning normally. Hospital staff were attending <strong>the</strong> clinics,<br />

doing <strong>the</strong>ir usual jobs. The operating <strong>the</strong>atres were active and all<br />

elective surgeries were carried on as normal. Consultants and<br />

residents were attending <strong>the</strong>atres and performing surgeries within<br />

all different specialties.<br />

The in-patients hospital visitors were able to attend and leave <strong>the</strong><br />

hospital without being obstructed. 375<br />

761. He fur<strong>the</strong>r stated that on <strong>the</strong> above-mentioned days <strong>of</strong> partial<br />

disruption:<br />

[T]here were various kinds <strong>of</strong> injuries, which required <strong>the</strong> use <strong>of</strong><br />

manpower, and various facilities like <strong>the</strong> Accident and Emergency<br />

cubicles, <strong>the</strong> outpatient clinics and operating rooms in order to<br />

cope with <strong>the</strong> large number <strong>of</strong> casualties. These alterations were<br />

verbally ordered by [<strong>the</strong> Undersecretary for <strong>the</strong> Ministry <strong>of</strong><br />

Health], [Assistant Undersecretary for Hospitals], [<strong>the</strong> Assistant<br />

Undersecretary for Hospital Services] and <strong>the</strong> Chief <strong>of</strong> Medical<br />

Staff... This was witnessed by <strong>the</strong> hospital staff that were present<br />

at <strong>the</strong> hospital during <strong>the</strong> events. Fur<strong>the</strong>rmore, <strong>the</strong>re were<br />

circulars which directed <strong>the</strong> chairpersons to instruct <strong>the</strong> hospital<br />

staff to reduce <strong>the</strong> number <strong>of</strong> admitted patients for elective surgery<br />

and cut down <strong>the</strong> operating list to 30% <strong>of</strong> <strong>the</strong> workload in case <strong>the</strong><br />

operating rooms were needed to deal with emergency cases. 376<br />

(6) Illegal acquisition and use <strong>of</strong> medicine<br />

and medical facilities<br />

762. It is alleged that medical personnel illegally acquired and used<br />

medicine and medical facilities, first, by providing equipment to <strong>the</strong> tent at <strong>the</strong><br />

GCC Roundabout and, secondly, by allowing ambulances to carry protesters<br />

illegally.<br />

763. The GoB claims that some <strong>of</strong> <strong>the</strong> medical equipment in <strong>the</strong> GCC<br />

Roundabout tent was taken from SMC illegally. Statements provided by<br />

senior SMC and government <strong>of</strong>ficials support such allegations. On 11 April<br />

2011, <strong>the</strong> Assistant Undersecretary for Primary Healthcare stated on <strong>Bahrain</strong><br />

Television that <strong>the</strong>re were cases <strong>of</strong> medical equipment and medicine missing<br />

from SMC. 377 On 3 May, <strong>the</strong> Minister <strong>of</strong> Justice in <strong>Bahrain</strong>, Shaikh Khalid<br />

bin Ali Al Khalifa, and <strong>the</strong> acting Minister <strong>of</strong> Health, Dr Fatima Al Balushi,<br />

held a press conference in which <strong>the</strong>y claimed that large quantities <strong>of</strong> medical<br />

equipment and medicine had been stolen from SMC and taken to <strong>the</strong> GCC<br />
