Chapter IV — Narrative <strong>of</strong> Events <strong>of</strong> February and March 2011<br />

This election shall be overseen by an electoral<br />

commission that includes judges and three public<br />

figures who have no political affiliation. Local and<br />

international monitoring <strong>of</strong> <strong>the</strong>se elections shall be<br />

allowed.<br />

xi. The principles <strong>of</strong> public rights and freedoms enshrined<br />

in international agreements to which <strong>Bahrain</strong> is party<br />

shall be applied, and shall have value equivalent to that<br />

<strong>of</strong> <strong>the</strong> new constitution.<br />

xii. The dialogue shall be through <strong>the</strong> Constituent<br />

Assembly, under <strong>the</strong> sponsorship <strong>of</strong> a neutral<br />

international party that guarantees its genuineness and<br />

will ensure <strong>the</strong> implementation <strong>of</strong> its results.<br />

358. Opposition sources also indicated that it was proposed that <strong>the</strong> new<br />

constitution would be put to a popular referendum, and that it would require a<br />

60% majority to be adopted.<br />

359. Starting on this day, HRH <strong>the</strong> Crown Prince commenced a two-day<br />

visit to a number <strong>of</strong> neighbouring GCC countries (Kuwait, <strong>the</strong> United Arab<br />

Emirates, Qatar and Saudi Arabia) to consult with <strong>the</strong>ir leaders on <strong>the</strong> ongoing<br />

situation in <strong>Bahrain</strong>.<br />

360. Larger student protests were recorded in many parts <strong>of</strong> <strong>Bahrain</strong><br />

during this day. Thousands <strong>of</strong> students left <strong>the</strong>ir schools and organised<br />

marches and demonstrations, many <strong>of</strong> which headed towards <strong>the</strong> major access<br />

roads in <strong>the</strong>ir neighbourhoods, while o<strong>the</strong>rs proceeded ei<strong>the</strong>r to <strong>the</strong> GCC<br />

Roundabout or <strong>the</strong> Ministry <strong>of</strong> Education.<br />

361. Starting in <strong>the</strong> early hours <strong>of</strong> <strong>the</strong> morning, hundreds <strong>of</strong> students across<br />

<strong>Bahrain</strong> began protesting near <strong>the</strong>ir schools. Students <strong>of</strong> both genders who<br />

were enrolled in high schools, middle schools and technical institutions<br />

participated in large numbers. Most <strong>of</strong> <strong>the</strong>se protests were limited to<br />

marching in <strong>the</strong> areas adjacent to <strong>the</strong>ir schools and ga<strong>the</strong>ring at <strong>the</strong> major<br />

roads and roundabouts in those neighbourhoods. Some <strong>of</strong> <strong>the</strong> demonstrations<br />

headed towards <strong>the</strong> GCC Roundabout by going through major roads <strong>of</strong><br />

Manama.<br />

362. Limited incidents <strong>of</strong> violence were reported during <strong>the</strong>se student<br />

protests. One such incident occurred at 08:15 when students attempted to<br />

enter <strong>the</strong> Madinet Hamad Middle School for Girls with <strong>the</strong> purpose <strong>of</strong><br />

assaulting <strong>the</strong> Headmistress. Some eyewitness accounts also reported that a<br />

number <strong>of</strong> students enrolled in <strong>the</strong> Madinet Hamad School for Boys were<br />

carrying knives during <strong>the</strong> protests. At 11:30, a report was filed by a group <strong>of</strong><br />

female students who claimed to have been assaulted by a group <strong>of</strong> female<br />

students in Hamad Town.<br />

363. Some <strong>of</strong> <strong>the</strong>se demonstrators proceeded towards <strong>the</strong> Ministry <strong>of</strong><br />

Education, where <strong>the</strong>y repeated slogans and expressed demands similar to<br />
