Chapter VI — Allegations <strong>of</strong> Human Rights Violations Against <strong>the</strong> Person<br />

1030. The <strong>Commission</strong> received information indicating that <strong>the</strong> deceased<br />

sustained injuries when he was struck by a car driven by protesters in Sitra. A<br />

relative <strong>of</strong> <strong>the</strong> deceased stated that she received a telephone call at 13:45 on 15<br />

March 2011 from a friend who had heard <strong>of</strong> <strong>the</strong> deceased’s death. The<br />

relative immediately went to BDF Hospital where that information was<br />

confirmed.<br />

1031. The MoI conducted an investigation into this case. Two individuals,<br />

Ali Atteya Mahdi Shamlool and Ali Yusuf Al Taweel, were subsequently<br />

charged with murder. The two accused were convicted and sentenced to life<br />

imprisonment and death, respectively. 532<br />

1032. The death <strong>of</strong> Mr Al Muraysi can be classified as an intentional<br />

killing. An MoI investigation led to <strong>the</strong> prosecution and conviction <strong>of</strong> two<br />

individuals for murder.<br />

Case No. 32 - Kashif Ahmed Mandhour<br />

1033. On 16 March 2011, Kashif Ahmed Mandhour was pronounced dead.<br />

The death certificate states that <strong>the</strong> cause <strong>of</strong> death was head and chest trauma,<br />

damage to internal organs and internal bleeding, as well as a fracture to <strong>the</strong><br />

left leg.<br />

1034. The <strong>Commission</strong> received information that <strong>the</strong> deceased was<br />

searching cars at <strong>the</strong> GCC Roundabout, along with 15 o<strong>the</strong>r police <strong>of</strong>ficers,<br />

when he and a colleague were struck by a car. The fa<strong>the</strong>r <strong>of</strong> <strong>the</strong> deceased<br />

went to BDF Hospital and spoke with a doctor, who informed him that his son<br />

was dead.<br />

1035. The MoI conducted a joint investigation into this case and that <strong>of</strong><br />

Police Officer Samad, who was killed in <strong>the</strong> same incident. 533 It found that<br />

seven individuals were involved in this attack. 534 Seven people have been<br />

charged with pre-meditated murder. Three <strong>of</strong> <strong>the</strong>se individuals confessed that<br />

<strong>the</strong>y were in <strong>the</strong> car that ran over <strong>the</strong> deceased. One claimed to have stolen<br />

<strong>the</strong> weapons <strong>of</strong> <strong>the</strong> <strong>of</strong>ficer after he had been run over. Ano<strong>the</strong>r claimed to<br />

have stated his intention <strong>of</strong> killing police <strong>of</strong>ficers, while ano<strong>the</strong>r claimed to<br />

have wanted to kill a police <strong>of</strong>ficer out <strong>of</strong> retribution for <strong>the</strong> death <strong>of</strong> a relative<br />

at <strong>the</strong> hands <strong>of</strong> police.<br />

1036. The death <strong>of</strong> Police Officer Mandhour can be classified as an<br />

intentional killing. An MoI investigation led to <strong>the</strong> prosecution <strong>of</strong> seven<br />

individuals for murder.<br />
