Chapter VI — Allegations <strong>of</strong> Human Rights Violations Against <strong>the</strong> Person<br />

approximately 300 metres from his home. A few minutes after he left his<br />

home, <strong>the</strong> family heard <strong>the</strong> sound <strong>of</strong> five shots. They called <strong>the</strong> deceased’s<br />

name and he did not respond. One hour later, <strong>the</strong> family contacted SMC and<br />

<strong>the</strong>y were informed that <strong>the</strong> deceased had been injured and had shotgun pellets<br />

in his head. The family <strong>of</strong> <strong>the</strong> deceased was unable to visit him <strong>the</strong> following<br />

day as a result <strong>of</strong> <strong>the</strong> military presence at SMC. On 2 July 2011, <strong>the</strong> family<br />

contacted Riffa police station and was informed <strong>of</strong> <strong>the</strong> deceased’s death at<br />

BDF Hospital and requested to collect <strong>the</strong> body <strong>of</strong> <strong>the</strong> deceased from SMC.<br />

967. The MoI conducted an investigation into this case. On 29 June 2011,<br />

<strong>the</strong> MoI visited <strong>the</strong> deceased in BDF Hospital. The deceased had just<br />

undergone an operation and was unable to talk or explain what had happened<br />

to him.<br />

968. The exact circumstances <strong>of</strong> this death are unknown. Consequently,<br />

<strong>the</strong> <strong>Commission</strong> is unable to determine that <strong>the</strong>re was an excessive use <strong>of</strong><br />

force or to attribute this death to a particular agency or group <strong>of</strong> civilians.<br />

Case No. 16 - Sayed Ahmed Saeed Shams 524<br />

969. On 30 March 2011, Mr Sayed Ahmed Saeed Shams was pronounced<br />

dead. No autopsy was conducted and no formal cause <strong>of</strong> death has been<br />

recorded.<br />

970. The <strong>Commission</strong> received information that on 30 March 2011 <strong>the</strong><br />

deceased died after being hit with a tear gas canister fired by riot police in<br />

Saar. The relatives <strong>of</strong> <strong>the</strong> deceased alleged that <strong>the</strong> deceased and his family<br />

were visiting <strong>the</strong> house <strong>of</strong> a relative in Saar. At approximately 17:00 <strong>the</strong>y<br />

witnessed three police personnel, two <strong>of</strong> <strong>the</strong>m masked, shooting sound bombs<br />

and shotguns at civilians. The deceased was allegedly hit in <strong>the</strong> head by a tear<br />

gas canister. He fell to <strong>the</strong> ground, at which point <strong>the</strong> police approached him<br />

and physically assaulted him. The deceased’s fa<strong>the</strong>r took him to <strong>the</strong> American<br />

Mission Hospital in Saar. The deceased died before he reached <strong>the</strong> hospital.<br />

The doctor diagnosed <strong>the</strong> cause <strong>of</strong> death as a broken neck.<br />

971. The MoI has failed to conduct an effective investigation into <strong>the</strong><br />

circumstances surrounding this death. The available evidence is not sufficient<br />

to establish <strong>the</strong> responsible persons or whe<strong>the</strong>r <strong>the</strong> death resulted from an<br />

excessive use <strong>of</strong> force.<br />

Case No. 17 - Isa Mohamed Ali Abdulla<br />

972. On 25 March 2011, Mr Isa Mohamed Ali Abdulla was pronounced<br />

dead. No autopsy was conducted and no formal cause <strong>of</strong> death has been<br />

recorded.<br />

973. The MoI has failed to conduct any investigation into circumstances<br />

surrounding this death. The available evidence is not sufficient to establish <strong>the</strong><br />

responsible persons or whe<strong>the</strong>r <strong>the</strong> death resulted from an excessive use <strong>of</strong><br />

force.<br />
