Unattributed deaths<br />

<strong>Report</strong> <strong>of</strong> <strong>the</strong> <strong>Bahrain</strong> <strong>Independent</strong> <strong>Commission</strong> <strong>of</strong> <strong>Inquiry</strong><br />

Case No. 30 - Mohammad Ikhlas Tozzumul Ali<br />

1023. On 15 March 2011, Mohammad Ikhlas Tozzumul Ali, a Bangladeshi<br />

national, was pronounced dead. The death certificate states that <strong>the</strong> cause <strong>of</strong><br />

death was trauma to <strong>the</strong> body, which resulted in internal bleeding.<br />

1024. A forensic report confirmed <strong>the</strong> cause <strong>of</strong> death and concluded that <strong>the</strong><br />

deceased died due to physical injuries sustained while he was in Sitra. The<br />

deceased suffered skull fractures in <strong>the</strong> waist, left thigh, left leg and a finger.<br />

He also suffered cuts to <strong>the</strong> right side <strong>of</strong> <strong>the</strong> face, forehead, nose, abdomen,<br />

thigh, right elbow and right hand.<br />

1025. The <strong>Commission</strong> received evidence that <strong>the</strong> deceased was protecting<br />

a group <strong>of</strong> women and children being attacked by security forces when he was<br />

shot in <strong>the</strong> head.<br />

1026. The MoI conducted an investigation into this case. The investigation<br />

reported that two witnesses stated that <strong>the</strong> deceased was run over by a car<br />

driven by protesters. 531 The witnesses also stated that three o<strong>the</strong>r persons<br />

were injured in <strong>the</strong> same incident but have since returned to Bangladesh. In a<br />

separate set <strong>of</strong> statements received by <strong>the</strong> <strong>Commission</strong>, witnesses to <strong>the</strong> event<br />

stated that <strong>the</strong> deceased and <strong>the</strong> o<strong>the</strong>r injured persons were hit by vehicles,<br />

which did not bear licence plates. The vehicles were driven by unknown<br />

persons, one <strong>of</strong> whom was masked and was associated with government<br />

forces. According to witnesses, a number <strong>of</strong> unmarked police vehicles were<br />

seen in Sitra during that time, and were actively engaged in confronting <strong>the</strong><br />

demonstrators, including with <strong>the</strong> use <strong>of</strong> shotguns.<br />

1027. The death <strong>of</strong> Mr Ali can be classified as an intentional killing. An<br />

MoI investigation has not resulted in <strong>the</strong> prosecution <strong>of</strong> any individuals.<br />

e) Deaths <strong>of</strong> Police Officers and BDF Personnel<br />

Police <strong>of</strong>ficers and BDF personnel killed by demonstrators<br />

Case No. 31 - Ahmed Rashid Al Muraysi<br />

1028. On 15 March 2011, Ahmed Rashid Al Muraysi was pronounced dead.<br />

The death certificate states that <strong>the</strong> cause <strong>of</strong> death was <strong>the</strong> breaking <strong>of</strong> <strong>the</strong><br />

spinal cord and torso, toge<strong>the</strong>r with extensive loss <strong>of</strong> blood.<br />

1029. The forensic medical report describes scrapes and bruises to <strong>the</strong><br />

deceased’s forehead, right side <strong>of</strong> his head, nose, cheekbone and right ear, as<br />

well as loss <strong>of</strong> hair and scalp. However, no skull fractures were reported. The<br />

deceased’s neck was broken and he suffered bruises and scrapes to <strong>the</strong> back <strong>of</strong><br />

his neck. He also had bruises and scrapes on his right arm and hand, on <strong>the</strong><br />

left side <strong>of</strong> his chest and across <strong>the</strong> left side <strong>of</strong> his back. Both <strong>of</strong> <strong>the</strong><br />

deceased’s legs were broken.<br />
