annexation was underway in July$ with shoots for<br />

signatures avcIIable from the G. T. 'WeC6 or Conciliation<br />

Committee. A quarter <strong>of</strong> a million si; naturoa were<br />

confidently predicted but no list was published and no<br />

further reference made to the memorial in the anti-war<br />

precis. The visit <strong>of</strong> the Dutch delegates to London in<br />

July provided the basin for a round <strong>of</strong> meetings.<br />

One reason why pe<strong>ac</strong>e <strong>ac</strong>tivity was not very<br />

cucceseful in 1900 wan the jin<strong>go</strong> sentiment <strong>of</strong> a large<br />

section <strong>of</strong> the population. But there was also l<strong>ac</strong>k <strong>of</strong><br />

enthusiasm for pe<strong>ac</strong>e <strong>ac</strong>tivity among Liberale and<br />

Nonconformists who might have boon expected to fora<br />

the b<strong>ac</strong>kbone <strong>of</strong> the anti-war movement. There was in<br />

f<strong>ac</strong>t a great opting out by a majority <strong>of</strong> Liberals in<br />

1900. The few who renuinod) failed to effectively<br />

arouse public opinion.<br />

It could not be disguised that the party in<br />

spite <strong>of</strong> attempts to conceal the f<strong>ac</strong>t, was split over<br />

Imperialism in coneral and the Doer War as a particular<br />
