But the Nonconformist press showed no enthusincm for<br />

retention, and for the most part preserved a judicious<br />

silences No resolutions were 'reported from local dissenting<br />

bodies, and the'e neral attitude seems to have been one<br />

<strong>of</strong> cautious neutrlality. The only opposition to Imperialist<br />

expansion in Uganda, from Nonconformists was provided by<br />

the Congregationalist J. G. Rogers in an article in<br />

Nineeteenth Cenutry.<br />

He considered that annexation would<br />

be fatal to the spirit <strong>of</strong> missionary enterprise, that there<br />

was no trade worth having in Uganda, and followed Hor<strong>ac</strong>e<br />

aller in stating that the railway would have to be<br />

constructed by slaves. He also developed a more general<br />

opposition to the now Imperialist expansion, on the grounds<br />

that Empire threatened both social reform at home and British<br />

Liberal democr<strong>ac</strong>y, by the creation <strong>of</strong> an authoritarian<br />
