After the stir caused by the Jameson Raid and the<br />

: youth African Committee in 18970 popular interest in<br />

South Africa lapsed in Britain nand was not revived<br />

till Nay 18990 Chamberlain thought that in the<br />

event <strong>of</strong> a war with the Tranovaal the Government could<br />

not rely on popular oupport, lie wrote to Alfred Milner,<br />

who had been appointed Sigh Commissioner in South Africa<br />

in 1897 and wau noted for his determination to federate<br />

the Dutch colonies with the Cape and fatal, in 1698,<br />

<strong>of</strong> the griovanceo <strong>of</strong> which we have to complain<br />

are <strong>of</strong> a char<strong>ac</strong>ter which would not excite great<br />

nyr pathy in this country and they would not be<br />

Milner visited Englund from November 1898 to January 1899<br />
