This trade was basically in ivory, palm oil and other<br />

tropical raw materialep in return for cotton <strong>go</strong>ods and<br />

hardware, Tice free trade system favoured British<br />

commerce, and the groups interested in the Con<strong>go</strong> trade<br />

did, not particularly want a British Protectorate there,<br />

but felt satisfied with the Belgian International<br />

Association which had been developing the Con<strong>go</strong> since<br />

1$77. The French explorer do Brazza was also caking<br />

treaties in the Con<strong>go</strong> hinterland<br />

9 and it was to counter<br />

French claims that Britain in 1882, began to formulate an<br />

aIroeient with Portugal; Portugal'3 c1&I t to the bunks<br />

<strong>of</strong> the Con<strong>go</strong> were to be recognised, and Britain in return<br />

was to obtain low tariffs on her <strong>go</strong>ods.<br />

The treaty was oiled in February 18640 but was<br />

never ratified and was abandonned in June. It was finally<br />

dropped owing to Frnech and German opposition. But<br />
