Moni<strong>to</strong>r<strong>in</strong>g Dur<strong>in</strong>g Operations<br />

In the simplest terms, moni<strong>to</strong>r<strong>in</strong>g and audit<strong>in</strong>g are processes designed <strong>to</strong> help<br />

a m<strong>in</strong><strong>in</strong>g company achieve good <strong>susta<strong>in</strong>able</strong> <strong>development</strong> performance, and<br />

verify that this has been done. In broad terms, this can <strong>in</strong>volve track<strong>in</strong>g progress<br />

over time, determ<strong>in</strong><strong>in</strong>g whether agreed objectives or standards have been met,<br />

and benchmark<strong>in</strong>g procedures and performance aga<strong>in</strong>st those of other m<strong>in</strong><strong>in</strong>g<br />

operations.<br />

What is ‘moni<strong>to</strong>r<strong>in</strong>g and audit<strong>in</strong>g’?<br />

Moni<strong>to</strong>r<strong>in</strong>g is the gather<strong>in</strong>g, analysis and <strong>in</strong>terpretation of <strong>in</strong>formation for<br />

the assessment of performance. Examples commonly used <strong>in</strong> the resources<br />

<strong>in</strong>dustry <strong>in</strong>clude moni<strong>to</strong>r<strong>in</strong>g of water quality, impacts on flora and fauna (as<br />

well as recovery follow<strong>in</strong>g the implementation of control or rehabilitation<br />

measures), social aspects and community <strong>development</strong>, air quality, noise,<br />

vibration, greenhouse gas emissions, and the extent <strong>to</strong> which rehabilitation<br />

and f<strong>in</strong>al land use objectives are be<strong>in</strong>g met.<br />

Audit<strong>in</strong>g is systematically review<strong>in</strong>g moni<strong>to</strong>r<strong>in</strong>g procedures and results,<br />

and check<strong>in</strong>g that all commitments have been fulfilled or completed by<br />

compar<strong>in</strong>g the audit f<strong>in</strong>d<strong>in</strong>gs aga<strong>in</strong>st agreed audit criteria. Audit<strong>in</strong>g can be<br />

undertaken <strong>in</strong>ternally, by experts <strong>in</strong> specific discipl<strong>in</strong>es who provide a check<br />

on methods or success aga<strong>in</strong>st <strong>in</strong>ternal company standards, or externally, by<br />

an <strong>in</strong>dependent consultant or expert who can demonstrate transparency and<br />

add value <strong>to</strong> the audit process.<br />

Many m<strong>in</strong><strong>in</strong>g and petroleum operations develop <strong>in</strong>tegrated management systems,<br />

which may <strong>in</strong>clude environment, health and safety, security, community relations<br />

and other aspects, such as plann<strong>in</strong>g and construction or f<strong>in</strong>ancial account<strong>in</strong>g. Some<br />

examples are Anglo Coal’s Safety, Health, Environment and Community Management<br />

System, BP’s Gett<strong>in</strong>g HSE Right, Atlantic Richfield Oil Company’s Operat<strong>in</strong>g<br />

Excellence System, BHP Billi<strong>to</strong>n’s Health, Safety, Environment and Community<br />

Management System and the Oxiana Integrated Management System (OXims) used<br />

by M<strong>in</strong>erals and Metals Group (formerly Oxiana). These systems may be audited<br />

regularly by <strong>in</strong>ternal audi<strong>to</strong>rs, or by external audi<strong>to</strong>rs commissioned by the company.<br />

In some cases they are audited by the lend<strong>in</strong>g <strong>in</strong>stitutions fund<strong>in</strong>g m<strong>in</strong><strong>in</strong>g operations.<br />

The MMG audit outcomes help <strong>to</strong> fulfil its social and environmental obligations<br />

(<strong>in</strong>clud<strong>in</strong>g legal and contractual obligations), as well as MMG’s voluntarily imposed<br />

standards of <strong>practice</strong> and behaviour as def<strong>in</strong>ed by the OXims standards. The OXims<br />

standards are applicable <strong>to</strong> all phases of m<strong>in</strong>e life (<strong>in</strong>clud<strong>in</strong>g exploration, scop<strong>in</strong>g,<br />

feasibility and project design; construction; operation; closure; and post-closure<br />

moni<strong>to</strong>r<strong>in</strong>g). The standards provide direction <strong>to</strong> project teams, operations personnel<br />

and technical specialists.<br />
