Dur<strong>in</strong>g this stage of a m<strong>in</strong>e’s life cycle, activity on site is often at a peak.. The<br />

skills required <strong>in</strong> both management and labour can be significantly different <strong>to</strong><br />

that required once the m<strong>in</strong>e is produc<strong>in</strong>g. The project management team dur<strong>in</strong>g<br />

construction and <strong>development</strong> is focused on achiev<strong>in</strong>g, often under high pressure,<br />

budgetary and <strong>in</strong>frastructure completion goals. Their focus isn’t always on<br />

susta<strong>in</strong>ability aspects. Moreover, the project team often has a handover <strong>to</strong> a new<br />

team once their role is f<strong>in</strong>ished. This <strong>in</strong> itself can present challenges.<br />

It is dur<strong>in</strong>g the <strong>development</strong> and construction phase of a m<strong>in</strong>e’s life that many of the<br />

decisions are made for the long-term, <strong>in</strong>fluenc<strong>in</strong>g and impact<strong>in</strong>g on the susta<strong>in</strong>ability<br />

of the m<strong>in</strong>e. This chapter provides guidance <strong>in</strong> manag<strong>in</strong>g the susta<strong>in</strong>ability aspects<br />

dur<strong>in</strong>g this critical, pre-production phase<br />

The Bus<strong>in</strong>ess Case for Susta<strong>in</strong>ability<br />

<strong>in</strong> Development and Construction<br />

The purpose of this book and the earlier handbooks is <strong>to</strong> highlight <strong>lead<strong>in</strong>g</strong><br />

<strong>practice</strong>. However it can be argued that the most valuable lessons are learned<br />

from the mistakes of the past. The Mt Todd m<strong>in</strong>e <strong>in</strong> the Northern Terri<strong>to</strong>ry<br />

provides one such example. The case study is <strong>in</strong>cluded here <strong>to</strong> highlight the<br />

wide breadth of susta<strong>in</strong>ability issues and the need for management <strong>to</strong> be<br />

aware of all these issues. Due <strong>to</strong> a multiplicity of reasons, the m<strong>in</strong>e with an<br />

expected life of around 15 years closed after a year result<strong>in</strong>g <strong>in</strong>:<br />

the company Pegasus Gold los<strong>in</strong>g its <strong>in</strong>vestment of around US$350<br />

million <strong>in</strong> this project and fil<strong>in</strong>g for bankruptcy protection <strong>in</strong> the USA<br />

a large rehabilitation bill of tens of millions of<br />

dollars which was funded by the taxpayer<br />

significant environmental damage <strong>in</strong>clud<strong>in</strong>g heavy metal pollution<br />

poor community relations with the local<br />

Indigenous and bus<strong>in</strong>ess community<br />

loss of numerous jobs<br />

Clearly and with the benefit of h<strong>in</strong>dsight, there was a strong bus<strong>in</strong>ess case for<br />

not open<strong>in</strong>g the m<strong>in</strong>e.<br />
