5.0 MINE REHABILITATION AND CLOSURE<br />

Key Messages<br />

All m<strong>in</strong>es close and many close prematurely. M<strong>in</strong>e management needs<br />

<strong>to</strong> develop and implement m<strong>in</strong>e closure plann<strong>in</strong>g. Tak<strong>in</strong>g a more<br />

<strong>in</strong>tegrated approach <strong>to</strong> m<strong>in</strong>e closure plann<strong>in</strong>g, and do<strong>in</strong>g it earlier,<br />

can achieve effective m<strong>in</strong>e closure and completion, and ameliorate<br />

the negative effects of unexpected or unplanned closures.<br />

Community engagement at the earliest possible time is essential. The goal<br />

should be community ownership as the community will <strong>in</strong>herit the project<br />

eventually. Community liaison or advisory groups established specifically for<br />

the m<strong>in</strong><strong>in</strong>g project can help the operation focus its engagement program.<br />

Rehabilitation plann<strong>in</strong>g and implementation need <strong>to</strong> take place early and progressively<br />

throughout the life of the m<strong>in</strong>e. Lead<strong>in</strong>g <strong>practice</strong> techniques can provide guidance for<br />

successful landform design, <strong>to</strong>psoil usage and revegetation outcomes.<br />

Cost<strong>in</strong>g for closure and rehabilitation is essential and <strong>to</strong>ols are available<br />

<strong>to</strong> calculate realistic costs.<br />

Risks (<strong>to</strong> company reputation etc) are significant and are long term <strong>in</strong> nature<br />

and companies can expect <strong>to</strong> have rehabilitation and closure liabilities long<br />

after production has ceased. Quantitative and qualitative risk assessment<br />

techniques <strong>to</strong> demonstrate <strong>to</strong> the community and regula<strong>to</strong>rs that closure issues<br />

have been identified and an appropriate security deposit can be calculated.<br />

Lead<strong>in</strong>g <strong>practice</strong> biodiversity management goes beyond m<strong>in</strong>imis<strong>in</strong>g<br />

long-term impacts from operations. It identifies opportunities<br />

for improvement <strong>in</strong> the lease and adjacent areas by <strong>in</strong>troduc<strong>in</strong>g<br />

<strong>in</strong>novative and <strong>susta<strong>in</strong>able</strong> land management <strong>practice</strong>s.<br />

Lead<strong>in</strong>g <strong>practice</strong> techniques dur<strong>in</strong>g the operation of the m<strong>in</strong>e will reduce<br />

the potential for long term issues associated with acid m<strong>in</strong>e dra<strong>in</strong>age.<br />
