The Argyle Diamonds case study (see LP Indigenous p. 50) illustrates the benefits of the<br />

partner<strong>in</strong>g approach for land rehabilitation and community capacity build<strong>in</strong>g. By adopt<strong>in</strong>g<br />

the pr<strong>in</strong>ciples of environmental co-management, the rehabilitation program has led <strong>to</strong>:<br />

the <strong>in</strong>troduction (<strong>in</strong><strong>to</strong> the rehabilitation areas) of plant<br />

species of significant importance <strong>to</strong> local people<br />

the <strong>development</strong> of a small bus<strong>in</strong>ess enterprise with<strong>in</strong> the two Aborig<strong>in</strong>al<br />

communities that provides seed and raise seedl<strong>in</strong>gs for the rehabilitation process<br />

employment opportunities (<strong>in</strong> horticulture-related activities)<br />

for elderly people and women with children who are not <strong>in</strong> a<br />

position <strong>to</strong> ga<strong>in</strong> employment outside the community<br />

employment opportunities for some community members with<strong>in</strong> Argyle operations.<br />

A world class example of m<strong>in</strong>e closure can be found <strong>in</strong> the Kalimantan region of Indonesia.<br />

DESCRIPTION OF INNOVATION:<br />

In 2001, a partnership was established between Kelian Equa<strong>to</strong>rial M<strong>in</strong><strong>in</strong>g (KEM),<br />

the West Kutai community and the Indonesia government <strong>to</strong> negotiate and<br />

agree on all aspects of decommission<strong>in</strong>g and rel<strong>in</strong>quish<strong>in</strong>g the Kelian gold m<strong>in</strong>e<br />

follow<strong>in</strong>g 13 years of operation. This partnership occurred dur<strong>in</strong>g a period of<br />

civil unrest <strong>in</strong> a country undergo<strong>in</strong>g enormous political and social changes with<br />

no legislation <strong>to</strong> <strong>guide</strong> the process. The outcomes from this partnership have<br />

not only <strong>in</strong>formed best <strong>practice</strong> for m<strong>in</strong>e closure elsewhere <strong>in</strong> the world but<br />

<strong>guide</strong>d the <strong>development</strong> of closure legislation with<strong>in</strong> Indonesia.<br />

Background<br />

KEM was a medium sized gold m<strong>in</strong>e produc<strong>in</strong>g approximately 400,000 oz/<br />

annum which operated for 13 years from 1992 <strong>to</strong> 2005. Approximately 2000<br />

local community members (mostly alluvial m<strong>in</strong>ers) were relocated (some<br />

forcibly) <strong>to</strong> an adjacent <strong>to</strong>wn, called Tutung, prior <strong>to</strong> the commencement of<br />

construction. Dur<strong>in</strong>g peak production the m<strong>in</strong>e employed approximately 2,500<br />

employees and contrac<strong>to</strong>rs, with a 5% expatriate workforce ma<strong>in</strong>ly from<br />

Australia. Post-closure land use options and ongo<strong>in</strong>g ma<strong>in</strong>tenance activities<br />

and governance arrangements were determ<strong>in</strong>ed via a consultation process<br />

<strong>in</strong>volv<strong>in</strong>g government, community and m<strong>in</strong><strong>in</strong>g representatives that were<br />

directed by a M<strong>in</strong>e Closure Steer<strong>in</strong>g Committee and four work<strong>in</strong>g groups over<br />

a three year period. The establishment of these closure committees occurred<br />

after the demise of the Suhar<strong>to</strong> government dur<strong>in</strong>g a period of wide spread<br />
