The scenarios envisaged for the Waterberg were conceptualised at high<br />

level, supported by a desk-<strong>to</strong>p level fact base and were <strong>in</strong>formed by a series<br />

of <strong>in</strong>dica<strong>to</strong>rs chosen as representative criteria for “success”, available <strong>in</strong> the<br />

fact base. The scenarios are presented as s<strong>to</strong>ries about the coalfield area,<br />

focuss<strong>in</strong>g on Lephalale (formerly Ellisras), at some time <strong>in</strong> the distant future,<br />

when the coal reserves have all been exploited <strong>to</strong> their maximum potential<br />

and the m<strong>in</strong><strong>in</strong>g operations have mostly closed or are clos<strong>in</strong>g. The start<strong>in</strong>g<br />

po<strong>in</strong>t for all the possible scenarios is of course <strong>to</strong>day, and the current context<br />

of the Waterberg is summarised first as the spr<strong>in</strong>gboard for the <strong>development</strong>s<br />

and related settlement scenarios.<br />

F<strong>in</strong>d<strong>in</strong>gs from the study <strong>in</strong>dicate that some of the potential problems that<br />

might arise are already evident. This can be seen <strong>in</strong> the “Bus<strong>in</strong>ess as Usual”<br />

scenario. The plat<strong>in</strong>um m<strong>in</strong><strong>in</strong>g area and the Mpumalanga coalfields were used<br />

as proxies <strong>to</strong> substantiate the f<strong>in</strong>d<strong>in</strong>gs of this study. Significantly, both proxy<br />

areas are characterised by dispersed settlement patterns and are associated<br />

with negative environmental and socio-economic impacts. The socio-economic<br />

impacts relat<strong>in</strong>g <strong>to</strong> each scenario are described qualitatively with<strong>in</strong> each<br />

scenario: a quantitative summary is also provided (see CSMI 2010).<br />
