Adjustments for changes <strong>in</strong> the m<strong>in</strong>e plan<br />

Moni<strong>to</strong>r<strong>in</strong>g programs need <strong>to</strong> be planned and documented <strong>in</strong> such a way that<br />

when changes occur <strong>to</strong> an operation and new or altered impacts are possible, it<br />

is a straightforward matter <strong>to</strong> adjust the moni<strong>to</strong>r<strong>in</strong>g program. Ideally, <strong>in</strong>dividual<br />

moni<strong>to</strong>r<strong>in</strong>g tasks are def<strong>in</strong>ed with<strong>in</strong> both a medium-term timeframe (such as one<br />

year or five years) and a life-of-m<strong>in</strong>e plan for a particular project. The mediumterm<br />

plan documents all phases of moni<strong>to</strong>r<strong>in</strong>g and <strong>in</strong>dicates lead times required,<br />

particularly when a ‘scope-of-works’ statement needs <strong>to</strong> be def<strong>in</strong>ed for a moni<strong>to</strong>r<strong>in</strong>g<br />

project, and subcontrac<strong>to</strong>rs/consultants are required <strong>to</strong> develop proposals prior <strong>to</strong><br />

commencement.<br />

At the commencement of plann<strong>in</strong>g a m<strong>in</strong><strong>in</strong>g project, or at a key change <strong>in</strong> an<br />

operation’s production plan (for example, a delayed start date, expansion or<br />

reduction <strong>in</strong> production, or suspension of operations), the follow<strong>in</strong>g plann<strong>in</strong>g phases<br />

should be addressed.<br />

A risk assessment which identifies moni<strong>to</strong>r<strong>in</strong>g needs and clarifies the purpose<br />

of each task for each phase of the operation <strong>in</strong>forms the plann<strong>in</strong>g.<br />

A moni<strong>to</strong>r<strong>in</strong>g plan is prepared for the year ahead on the basis that the risk<br />

assessment will focus on the needs/risks that require attention over the com<strong>in</strong>g<br />

year and will list all tasks and show <strong>in</strong>terrelationships. Medium-term and lifeof-m<strong>in</strong>e<br />

moni<strong>to</strong>r<strong>in</strong>g plans are also revisited and updated annually; the level of<br />

detail is not as great as for the annual plan, but <strong>in</strong>dicative costs and critical<br />

commencement dates are <strong>in</strong>cluded <strong>to</strong> support budget submission when needed.<br />

For <strong>in</strong>dividual tasks with<strong>in</strong> the annual plan:<br />

– objectives are def<strong>in</strong>ed and documented <strong>in</strong> a scope-ofworks<br />

statement with support<strong>in</strong>g <strong>in</strong>formation<br />

– if external expertise is required, the scope-of-works<br />

is used as a basis for seek<strong>in</strong>g proposals<br />

– if moni<strong>to</strong>r<strong>in</strong>g is <strong>to</strong> be undertaken <strong>in</strong>ternally, a commitment<br />

is made by managers <strong>to</strong> resource the task and the<br />

expectations and commitments are documented<br />

– <strong>in</strong> the evaluation and selection of any external contrac<strong>to</strong>r,<br />

agreements are def<strong>in</strong>ed for key elements of moni<strong>to</strong>r<strong>in</strong>g,<br />

responsibilities for data management, <strong>in</strong>terpretation and<br />

s<strong>to</strong>rage, progress and f<strong>in</strong>al report<strong>in</strong>g/recommendations<br />

– an <strong>in</strong>ternal or external project coord<strong>in</strong>a<strong>to</strong>r/manager has taken ownership<br />

of ensur<strong>in</strong>g the cont<strong>in</strong>uity and success of the moni<strong>to</strong>r<strong>in</strong>g. This role ensures<br />

the correct activities are undertaken <strong>in</strong> the right locations, appropriate<br />

stakeholders are engaged dur<strong>in</strong>g the process, and all relevant support<strong>in</strong>g<br />

<strong>in</strong>formation is made available <strong>to</strong> the consultant. The coord<strong>in</strong>a<strong>to</strong>r reviews<br />

all draft reports and ensures they are f<strong>in</strong>alised and circulated <strong>to</strong> key<br />

personnel, and that data are managed <strong>in</strong> accordance with any agreements.<br />
