DESCRIPTION OF INNOVATION:<br />

For more than hundred years hard coal from domestic production was a basis<br />

for <strong>in</strong>dustrial success <strong>in</strong> Germany. But nowadays because of relatively high<br />

production costs hard coal m<strong>in</strong><strong>in</strong>g <strong>in</strong> Germany seems not <strong>to</strong> be capable of<br />

compet<strong>in</strong>g on the world market any more. In 2007, the German government<br />

decided <strong>to</strong> s<strong>to</strong>p f<strong>in</strong>ancial support for the coal m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry from 2018. This<br />

led <strong>to</strong> a f<strong>in</strong>al m<strong>in</strong><strong>in</strong>g closure program.<br />

The German hard coal m<strong>in</strong><strong>in</strong>g company RAG is support<strong>in</strong>g the restructur<strong>in</strong>g<br />

process <strong>in</strong> the coal m<strong>in</strong><strong>in</strong>g regions of the Ruhr and Saar valleys through the<br />

adaptive reuse of former coal fields. RAG <strong>to</strong>gether with state <strong>in</strong>stitutions and<br />

local municipalities aim at activat<strong>in</strong>g a <strong>susta<strong>in</strong>able</strong> <strong>development</strong> <strong>in</strong> the m<strong>in</strong><strong>in</strong>g<br />

<strong>to</strong>wns. M<strong>in</strong>e closure is seen as an opportunity <strong>to</strong> change both <strong>in</strong>dustrial and<br />

urban structures <strong>in</strong> a future-oriented way. Instead of <strong>in</strong>dustrial waste land,<br />

former m<strong>in</strong><strong>in</strong>g areas shall become vital places, <strong>in</strong>stead of an economic decl<strong>in</strong>e,<br />

former m<strong>in</strong><strong>in</strong>g <strong>to</strong>wns shall prosper.<br />

In order <strong>to</strong> create opportunities for future-oriented long-term employment,<br />

new, <strong>in</strong>novative bus<strong>in</strong>esses require a good <strong>in</strong>frastructure: offices, commercial<br />

real estate, comfortable and aesthetically pleas<strong>in</strong>g hous<strong>in</strong>g, as well as<br />

recreational areas and cultural facilities. RAG is us<strong>in</strong>g its real estate expertise<br />

<strong>to</strong> help the former coal m<strong>in</strong><strong>in</strong>g regions progress <strong>to</strong>wards this goal. Such<br />

efforts are of particular benefit <strong>to</strong> would-be owners of small- or medium-sized<br />

bus<strong>in</strong>esses.<br />

The sites of former coal m<strong>in</strong>es often make optimal facilities for logistics<br />

service providers with an eye on the future, although these sites must be<br />

centrally located and be with<strong>in</strong> easy reach of roads, canals and railroad<br />

networks. One such site is the 9.7-acre Fürst Hardenberg Logistics Center<br />

<strong>in</strong> Dortmund, built jo<strong>in</strong>tly by the RAG Montan Immobilien <strong>development</strong><br />

corporation and the logistics concern Fiege. In addition <strong>to</strong> the space occupied<br />

by the distribution center of a mult<strong>in</strong>ational tyre manufacturer, an additional<br />

5.7 acres of logistics space have been leased by a textile discounter and an<br />

<strong>in</strong>dustrial bread bakery. Five additional logistics centers along the same l<strong>in</strong>es<br />

of this ‘success s<strong>to</strong>ry’ are currently <strong>in</strong> the plann<strong>in</strong>g stages for other projected<br />

sites <strong>in</strong> the Ruhr. Companies from other sec<strong>to</strong>rs such as the contract<strong>in</strong>g<br />

<strong>in</strong>dustry, construction equipment rental, and construction mach<strong>in</strong>ery are also<br />

do<strong>in</strong>g bus<strong>in</strong>ess on the former coal m<strong>in</strong>e sites developed for reuse by RAG<br />
