The audit outcomes also highlight <strong>to</strong> the Executive Committee and Board any<br />

material deficiencies or risks that could impact significantly on the reputation or<br />

f<strong>in</strong>ancial strength of the bus<strong>in</strong>ess from a social and environmental responsibility<br />

perspective. Importantly, this type of audit also <strong>in</strong>tegrates the areas of health, safety,<br />

environment and community <strong>in</strong><strong>to</strong> ma<strong>in</strong>stream bus<strong>in</strong>ess processes and decision<br />

mak<strong>in</strong>g (see LP Moni<strong>to</strong>r<strong>in</strong>g p.96).<br />

In situations where a number of m<strong>in</strong><strong>in</strong>g operations are present, <strong>in</strong>clud<strong>in</strong>g closed<br />

or abandoned m<strong>in</strong>es where no company has ongo<strong>in</strong>g management responsibility,<br />

moni<strong>to</strong>r<strong>in</strong>g <strong>in</strong> conjunction with regula<strong>to</strong>rs may be required. An excellent example of<br />

moni<strong>to</strong>r<strong>in</strong>g by a regula<strong>to</strong>r is <strong>in</strong> the Northern Terri<strong>to</strong>ry of Australia. The Department<br />

of Regional Development, Primary Industry, Fisheries and Resources undertakes<br />

an environmental water quality check moni<strong>to</strong>r<strong>in</strong>g program <strong>to</strong> track and regulate<br />

the environmental performance of selected m<strong>in</strong>e sites identified as carry<strong>in</strong>g high<br />

environmental risk <strong>in</strong> relation <strong>to</strong> water management. This is especially important<br />

given the <strong>in</strong>tensity of the wet–dry monsoonal climate <strong>in</strong> the Top End, and the relative<br />

isolation of operations <strong>in</strong> Central Australia.<br />

The check moni<strong>to</strong>r<strong>in</strong>g program <strong>in</strong>cludes the collection of ground and surface water<br />

and, <strong>in</strong> some <strong>in</strong>stances, sediment and biological samples (macro<strong>in</strong>vertebrates and<br />

fish), and the <strong>in</strong>stallation of au<strong>to</strong>matic loggers. In addition, selected programs are<br />

designed <strong>to</strong> provide a broader assessment of potential impacts on larger catchments<br />

from multiple m<strong>in</strong><strong>in</strong>g operation po<strong>in</strong>t sources. The program serves as a comparative<br />

<strong>to</strong>ol <strong>to</strong> <strong>in</strong>dependently evaluate moni<strong>to</strong>r<strong>in</strong>g data provided by the opera<strong>to</strong>rs and assess<br />

how they are track<strong>in</strong>g <strong>in</strong> relation <strong>to</strong> their commitments under the Northern Terri<strong>to</strong>ry<br />

M<strong>in</strong><strong>in</strong>g Management Act 2001.<br />

To ensure high-quality sampl<strong>in</strong>g, the Northern Terri<strong>to</strong>ry Government has <strong>in</strong>vested <strong>in</strong><br />

a cus<strong>to</strong>m-built 4WD mounted module locally known as the ‘Lab Truck’, the functions<br />

of which provide considerable advantage over moni<strong>to</strong>r<strong>in</strong>g conducted <strong>in</strong> open air. The<br />

module provides a controlled environment that significantly reduces contam<strong>in</strong>ation<br />

of water samples with airborne matter and prevents oxidation of the sample by<br />

prevent<strong>in</strong>g exposure <strong>to</strong> air. This is particularly important <strong>in</strong> measur<strong>in</strong>g operations<br />

where contam<strong>in</strong>ation limits may be close <strong>to</strong> background levels, for example, with<strong>in</strong><br />

Kakadu National Park.<br />

The department has found that regular <strong>in</strong>teraction with m<strong>in</strong>e opera<strong>to</strong>rs is beneficial<br />

<strong>in</strong> ensur<strong>in</strong>g that environmental moni<strong>to</strong>r<strong>in</strong>g is effectively l<strong>in</strong>ked <strong>to</strong> management<br />

strategies with<strong>in</strong> the opera<strong>to</strong>r’s environmental management system. Additionally,<br />

this cooperative and iterative approach provides assurance <strong>to</strong> the community that<br />

environmental concerns are be<strong>in</strong>g adequately and <strong>in</strong>dependently managed<br />

(see LP Moni<strong>to</strong>r<strong>in</strong>g p.23).<br />
