designated by cus<strong>to</strong>m, may be required. Another important example is that<br />

Aborig<strong>in</strong>al community decision mak<strong>in</strong>g follows cultural norms of consensus based<br />

on iterat<strong>in</strong>g sub-group discussion and general assembly. Hence the pace of decision<br />

mak<strong>in</strong>g can be slower than what a m<strong>in</strong><strong>in</strong>g company might prefer and yet, without<br />

such a process, any expedited decisions may not stand the test of time. While it<br />

is not necessary <strong>to</strong> understand <strong>in</strong> detail what these cus<strong>to</strong>mary norms are, m<strong>in</strong><strong>in</strong>g<br />

companies need <strong>to</strong> understand they exist and seek expert and local help <strong>to</strong> work<br />

with<strong>in</strong> them.<br />

The coal fields of India are located with<strong>in</strong> densely populated areas where local<br />

people have lived for generations. The follow<strong>in</strong>g case study illustrates a new<br />

approach <strong>to</strong> resettlement of the local population thus allow<strong>in</strong>g co-existence of<br />

m<strong>in</strong><strong>in</strong>g and other land uses.<br />

DESCRIPTION OF INNOVATION:<br />

As m<strong>in</strong>erals are site specific, m<strong>in</strong><strong>in</strong>g activity affects the community liv<strong>in</strong>g<br />

on or around the m<strong>in</strong>eral deposit <strong>in</strong>clud<strong>in</strong>g, both <strong>in</strong>digenous and non<strong>in</strong>digenous<br />

land owners or occupiers. In India the m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry follows the<br />

National Rehabilitation Policy. Individual m<strong>in</strong><strong>in</strong>g companies have their own<br />

rehabilitation and resettlement (R&R) policies <strong>in</strong>corporat<strong>in</strong>g the National<br />

Policy <strong>to</strong> take care of the project affected people. The compensation for<br />

rehabilitation is decided through a socio-economic survey conducted by the<br />

state government adm<strong>in</strong>istration.<br />

BCCL <strong>in</strong>herited more than 100 coal m<strong>in</strong>es <strong>in</strong> Jharia Coalfields (JCF) from<br />

private leaseholders after nationalization of coal m<strong>in</strong>es dur<strong>in</strong>g 1971-73. Most<br />

of these m<strong>in</strong>es were fac<strong>in</strong>g various environmental problems and issues of<br />

rehabilitation and resettlement of people affected by fires and subsidence<br />

<strong>in</strong> these areas. Government of India approved the Jharia Action Plan<br />

(JAP) through Gazette Notification of 12th August 2009. BCCL along with<br />

Jharia Rehabilitation and Development Authority (JRDA) have <strong>in</strong>itiated the<br />

implementation of this approved Jharia Action Plan. Remote sens<strong>in</strong>g and<br />

GIS applications have been utilized <strong>to</strong> relocate and rehabilitate the affected<br />

people with modern amenities such as skill <strong>development</strong> programmes, safe<br />

dr<strong>in</strong>k<strong>in</strong>g water and proper sanitation facilities.<br />
