Community Engagement <strong>in</strong> the Early Stages<br />
Introduction<br />
It is often before or dur<strong>in</strong>g exploration activities that a company’s community<br />
engagement beg<strong>in</strong>s. In some cases, negotiations and the consent of land owners or<br />
Indigenous groups will be necessary. Like first impressions, the quality of community<br />
engagement at this early stage is very important as it will <strong>in</strong>fluence future<br />
relationships.<br />
From a future operations aspect, it is essential that the exploration company focuses<br />
on the community engagement side. The greater the effort <strong>in</strong> this early part of<br />
the m<strong>in</strong><strong>in</strong>g cycle, the more the rewards further <strong>in</strong><strong>to</strong> the cycle, such as credibility<br />
with the community, <strong>lead<strong>in</strong>g</strong> <strong>to</strong> acceptance of the company s<strong>in</strong>cerity of concern for<br />
community welfare. Conversely, there are numerous cases where the exploration<br />
company has not followed appropriate pro<strong>to</strong>cols or has upset the local community,<br />
<strong>lead<strong>in</strong>g</strong> <strong>to</strong> the cessation of exploration and jeopardis<strong>in</strong>g any future m<strong>in</strong><strong>in</strong>g on the<br />
affected land.<br />
Community engagement and <strong>development</strong> are overlapp<strong>in</strong>g but dist<strong>in</strong>ct processes.<br />
Effective community engagement is an <strong>in</strong>tegral part of community <strong>development</strong>,<br />
but engagement can also be undertaken for other purposes; for example, <strong>to</strong> address<br />
community concerns about environmental impacts. Community <strong>development</strong> likewise<br />
<strong>in</strong>volves more than just <strong>in</strong>teract<strong>in</strong>g with the community; for example, design<strong>in</strong>g<br />
programs and l<strong>in</strong>k<strong>in</strong>g with government and other organisations.<br />
Table 1 provides illustrative examples of the types of activities that can be broadly<br />
categorised <strong>in</strong> terms of these two processes dur<strong>in</strong>g m<strong>in</strong>eral exploration. The<br />
examples span a wide variety of engagement and <strong>development</strong> activities, from<br />
<strong>in</strong>formation provision through <strong>to</strong> empowerment. They are provided <strong>to</strong> give an<br />
<strong>in</strong>dication of the sorts of activities <strong>in</strong>dividual operations may choose <strong>to</strong> undertake—<br />
they are by no means prescriptive, as the activities listed will not be appropriate for<br />
every operation.<br />
