Hav<strong>in</strong>g the right <strong>in</strong>formation <strong>to</strong> make the best technical and social decisions<br />

<strong>in</strong> closure plann<strong>in</strong>g requires the collection, assessment and management of<br />

environmental, social and economic data. It is necessary <strong>to</strong> cont<strong>in</strong>ually review of<br />

site characterisation, basel<strong>in</strong>e study <strong>in</strong>formation and of the risks and opportunities<br />

of closure. It is important at this step <strong>to</strong> understand the range of stakeholder<br />

requirements <strong>in</strong>clud<strong>in</strong>g community expectations for f<strong>in</strong>al land use, cultural and<br />

heritage values, government regulation and other legal requirements. Early<br />

identification of data gaps helps <strong>guide</strong> any research and <strong>development</strong> programs<br />

needed <strong>to</strong> demonstrate the effectiveness of unproven rehabilitation strategies.<br />

A data record<strong>in</strong>g and management system will help the closure plann<strong>in</strong>g team <strong>in</strong><br />

understand<strong>in</strong>g the status of closure issues.<br />

It is becom<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly difficult for m<strong>in</strong><strong>in</strong>g companies <strong>to</strong> rel<strong>in</strong>quish m<strong>in</strong>e sites and<br />

“walk away” with all obligations for future ma<strong>in</strong>tenance and fund<strong>in</strong>g discharged. This<br />

is because:<br />

it can take considerable persistence by a company <strong>to</strong> achieve rel<strong>in</strong>quishment,<br />

particularly if early rehabilitation is <strong>in</strong>adequate for the task.<br />

the selection of a robust and verifiable process <strong>to</strong> moni<strong>to</strong>r and<br />

demonstrate completion criteria is crucial for closure.<br />

An excellent case study illustrat<strong>in</strong>g these po<strong>in</strong>ts is the Bottle Creek m<strong>in</strong>e <strong>in</strong> Western<br />

Australia (see LP Closure p.11). The m<strong>in</strong>e commenced operation <strong>in</strong> June 1988 but,<br />

due <strong>to</strong> a limited gold resource, ceased operation <strong>in</strong> November 1989. Three open-pits<br />

and waste landforms, a plant site, run-of-m<strong>in</strong>e pad and two tail<strong>in</strong>gs s<strong>to</strong>rage facilities<br />

were established dur<strong>in</strong>g the operational stage of the project. A request <strong>to</strong> release the<br />

bond and rel<strong>in</strong>quish the lease was first made <strong>in</strong> 1996 and eventually f<strong>in</strong>alized <strong>in</strong> 2001.<br />
