For a medium-term moni<strong>to</strong>r<strong>in</strong>g plan, it is important that the l<strong>in</strong>k is made <strong>to</strong><br />

medium-term construction/production plans so that any change <strong>in</strong> production<br />

or <strong>in</strong>frastructure enables adjustments <strong>to</strong> be made <strong>to</strong> the moni<strong>to</strong>r<strong>in</strong>g programs.<br />

For example, if the annual production rate is <strong>to</strong> <strong>in</strong>crease, then pre-clear<strong>in</strong>g<br />

moni<strong>to</strong>r<strong>in</strong>g may be required over much larger areas than previously planned.<br />

There is also a need <strong>to</strong> review the f<strong>in</strong>d<strong>in</strong>gs of annual moni<strong>to</strong>r<strong>in</strong>g programs<br />

<strong>to</strong> determ<strong>in</strong>e whether there is any need <strong>to</strong> change management <strong>practice</strong>s.<br />

Life-of-m<strong>in</strong>e plans for moni<strong>to</strong>r<strong>in</strong>g need <strong>to</strong> be reviewed at frequencies which<br />

reflect the rate of change of the operation. In the early stages, when the<br />

rate of change may be greatest, there may be a need for an annual review<br />

of the moni<strong>to</strong>r<strong>in</strong>g program <strong>in</strong> the context of life-of-m<strong>in</strong>e/closure plann<strong>in</strong>g.<br />

When the project accelerates or decelerates, there is a need <strong>to</strong> review<br />

moni<strong>to</strong>r<strong>in</strong>g programs frequently. For example, <strong>to</strong>ward the end of a resource<br />

there is a risk that closure or handover <strong>to</strong> another opera<strong>to</strong>r (change<br />

of ownership) may cause a shift <strong>in</strong> the focus which means that certa<strong>in</strong><br />

<strong>in</strong>formation (for example, completion criteria, community impacts due <strong>to</strong><br />

closure, socioeconomic studies of local bus<strong>in</strong>ess impacts) is needed sooner.<br />

For abandoned m<strong>in</strong>es or m<strong>in</strong>es that have suspended operations and<br />

may be <strong>in</strong> a care and ma<strong>in</strong>tenance phase for an extended period of time,<br />

hav<strong>in</strong>g a record (no matter how old) of past moni<strong>to</strong>r<strong>in</strong>g plans, data and<br />

maps show<strong>in</strong>g moni<strong>to</strong>r<strong>in</strong>g sites is <strong>in</strong>valuable. Such <strong>in</strong>formation provides a<br />

sound basis for risk assessment focused on develop<strong>in</strong>g a closure plan.<br />

In summary, the key element is <strong>to</strong> ensure moni<strong>to</strong>r<strong>in</strong>g programs are aligned <strong>to</strong><br />

production/construction aspects of operational plann<strong>in</strong>g. While many moni<strong>to</strong>r<strong>in</strong>g<br />

components may be def<strong>in</strong>ed through the ESIA process and formalised through<br />

regula<strong>to</strong>ry documents (such as licences and authorities), there are other components<br />

which are <strong>in</strong>ternally driven <strong>to</strong> develop site-specific methods and datasets for other<br />

purposes (for example, us<strong>in</strong>g water and energy more efficiently). Documentation<br />

of overall moni<strong>to</strong>r<strong>in</strong>g plans is essential if cont<strong>in</strong>uity is <strong>to</strong> be ma<strong>in</strong>ta<strong>in</strong>ed between<br />

generations, as some m<strong>in</strong>es have very long lives. Such plans are also helpful when<br />

there is a change of ownership <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong> the momentum of moni<strong>to</strong>r<strong>in</strong>g programs<br />

and m<strong>in</strong>imise data gaps at critical stages.<br />

Moni<strong>to</strong>r<strong>in</strong>g for social performance over project stages<br />

As <strong>in</strong>dicated <strong>in</strong> the Lead<strong>in</strong>g Practice Moni<strong>to</strong>r<strong>in</strong>g handbook (sections 3.2 and 3.3) and<br />

other handbooks <strong>in</strong> this series, plann<strong>in</strong>g and <strong>development</strong> for an effective moni<strong>to</strong>r<strong>in</strong>g<br />

framework should occur as early as possible <strong>in</strong> a project’s life cycle. The earlier an<br />

operation is able <strong>to</strong> establish the regional socioeconomic start<strong>in</strong>g po<strong>in</strong>t or basel<strong>in</strong>e,<br />

the more that operation will be able <strong>to</strong> clearly del<strong>in</strong>eate, track and understand the<br />

changes that take place <strong>in</strong> a community as a result of the project.<br />

It may be necessary over the course of a project <strong>to</strong> adjust a moni<strong>to</strong>r<strong>in</strong>g framework<br />

and enable <strong>in</strong>dica<strong>to</strong>rs <strong>to</strong> take <strong>in</strong><strong>to</strong> account shifts <strong>in</strong> operational circumstances.<br />

Examples of these can <strong>in</strong>clude major transitions from construction <strong>to</strong> operations;<br />

expansion programs; changes <strong>in</strong> workforce delivery mechanisms, such as the<br />

<strong>in</strong>troduction of fly-<strong>in</strong>-fly-out; or unplanned contraction. For projects with a long life,<br />

say 25 years or more, or operations established <strong>in</strong> a greenfields environment, the<br />
