Recommendation<br />

It is recommended to transform the press agency TANJUG into a non-for-profit public institution:<br />

An independent board of professionals and experts should be established<br />

Through a public procedure the board should select and appoint the executive management<br />

Clear distinctions should be made between services delivered as public service obligations of a clearly noncommercial<br />

nature and services provided on a market basis<br />

State funding should only be given to clearly defined activities of a non-commercial nature.<br />

SWOT ON PRESS AGENCY COLLECTIVE OWNERSHIP MODEL IN SERBIA AS IN THE 3 MEMBER STATES<br />

Strength This represents a solution as seen in the 3 selected EU Member States,<br />

safeguarding very high level of independence from the state and economy<br />

Weakness The state co-funding (state aid) would be in this model questionable<br />

Opportunity To be in line with best journalistic traditions, truly independent, establishing fair<br />

market conditions in certain respect<br />

Threat This solution is very much based on traditions, maturity of the legal system,<br />

stability of business conditions and sustainable development, thus not suitable<br />

for Serbia nowadays<br />

This SWOT analysis shows that the practice of Denmark, Germany and Austria – with their respective national press<br />

agencies with collective ownership – shows that it would not give a feasible and realistic model for Serbia.<br />
