7. “public telecommunications operator” means a telecommunications operator that<br />

provides public telecommunications service(s);<br />

8. “selection of an operator” means a possibility offered to user to choose a national<br />

or international operator for the provision of a specific telecommunications<br />

service(s), for example, by way of dialing a code or by the pre-selection of a<br />

telecommunications operator;<br />

9. “pre-selection of an operator” means a possibility offered to user enabling him to<br />

choose certain defined classes of calls to be established by a pre-selected<br />

telecommunications operator (who has entered into a contract with the user) without<br />

dialing a routing prefix or without any other procedure required for such routing;<br />

10. “public telecommunications service” means publicly available telecommunication<br />

service provided by a public telecommunications operator(s);<br />

11. “public telecommunications network” means telecommunications network used for<br />

providing public telecommunications services;<br />

12. “public fixed telecommunications network” means a telecommunications network<br />

which is used in part or in whole for providing different public telecommunications<br />

services between stationary termination network points, including also access<br />

infrastructure and infrastructure connecting public telecommunications networks<br />

within a certain territory and outside it.<br />

13. “public fixed telephony service” means a public service provided to users, at fixed<br />

locations, enabling local, long-distance and international public voice and data<br />

transmission services over a fixed public telecommunications network;<br />

14. “public voice service” means a service commercially available to the public for<br />

transmission and switching of voice in real time between termination points of a<br />

fixed public telecommunications network;<br />

15. “universal service” means the set of telecommunications services of specified<br />

quality and scope which shall be available to all users of the public<br />

telecommunication network in the Republic of Serbia, at reasonable prices;<br />

16. “public pay phone” means a telephone available to the general public, the use of<br />

which is paid by the user;<br />

17. “value added public telecommunications service” means a public<br />

telecommunications service other than the basic service, which adds value to the<br />

basic service;<br />

18. “public mobile telecommunications network” means a telecommunications network<br />

where network termination points are not at fixed locations and where the<br />

connection between network termination points is maintained by radio<br />

communication;<br />

19. “public mobile telecommunications service” means a telecommunications service<br />

whose provision makes use wholly or partly of a public mobile telecommunications<br />

network at specified radio frequencies;<br />

20. “amateur radio service” means radio communication service for the purpose of selftraining,<br />

interconnection and technical investigation carried out by amateurs, that is,<br />

by duly authorized persons interested in radio technique solely with their personal<br />

use and without a pecuniary interest.<br />

21. “private telecommunications network” means a telecommunications network that is<br />

built, maintained and operated by a physical or legal entity for their own needs,<br />

through which no public telecommunications services are provided. A private<br />

telecommunications network may be connected with a public telecommunications<br />

network;<br />

22. “public data transmission network” means a public telecommunications network<br />

built for the purpose of transmitting of data;<br />

23. “public data transmission service” means a public telecommunications service<br />

which is provided to users through a public data transmission network;<br />

24. “broadcasting network” is a telecommunications network used for broadcasting and<br />

distributing radio and television signals intended for direct public reception by an<br />

unlimited number of users in an open area;<br />

25. “cable distribution network” means a cable telecommunications network intended<br />

primarily for the distribution of radio and/or television programs and for the<br />

provision of other telecommunications services;<br />

26. “paging” means a telecommunications network for a one-way transmission of data;<br />

27. “paging service” means a service enabling the user on a certain territory to receive<br />

messages, sent through the public telecommunications network, using specialized<br />

radio terminal equipment;<br />
