In 2008, The Committee of Ministers adopted a Declaration on the allocation and management of the<br />

digital dividend and the public interest.<br />

In 2002, the Committee of Ministers issued in the field of copyrights a Recommendation on measures<br />

to enhance the protection of the neighbouring rights of broadcasting organizations. This documents<br />

lists a set of rights that should be granted to broadcasting organizations in order to increase the level<br />

of protection of the neighbouring rights. The recommendation also refers to providing adequate legal<br />

protection and effective legal remedies against the circumvention of effective technological measures<br />

which are used by broadcasting organisations in connection with the exercise of their neighbouring<br />

rights and against the unauthorized removal or alteration of electronic rights management<br />

information.<br />

In 2001, the Committee of Ministers issued a Recommendation on Measures to Protect Copyright and<br />

Neighbouring Rights and Combat Piracy, Especially in the Digital Environment which raises concern<br />

about the impact that new media technology has have on intellectual property rights.<br />

The Council of Europe has been quite active in promoting standards for the development of new<br />

media, particulary with regards to the cyberspace.<br />

In 2008, The Council of Europe together with the European Internet Services Providers Association<br />

(EuroISPA) published two important guideline documents<br />

The Human Rights guidelines for Internet service providers stresses the importance<br />

of users’ safety and their right to privacy and freedom of expression and, in this<br />

connection, the importance for the providers to be aware of the human rights<br />

impact that their activities can have<br />

The Recommendation of the Committee of Ministers for the protection of privacy on the internet offers<br />
