Copyright and the Digital Rights Management technologies contribute to media sector growth.<br />

As the public sector is the single biggest producer of information in Europe, the EU’s Public Sector Information<br />

Directive makes it easier for companies to access and add value to this valuable material.<br />

Europe's cultural heritage is another potentially massive source of content that can be made available to the<br />

public as encouraged by the Digital Libraries Initiative and the Lund Principles and Action Plan.<br />

Security: Finally, the Information Society cannot develop its full potential unless users, companies and<br />

governments enjoy reliable networks which requires high levels of protection for personal data from malicious<br />

attacks as described in the Strategy for a Secure European Information Society.<br />

Exploiting the Benefits of the Information Society. The policies deal with 3 areas: Public Services, Society &<br />

Environment, and e-Business. Under Public Services. Government, Health, and Education etc. are listed:<br />

The e Government Action Plan (April 2006), outlines how to use ICTs to provide 'joined up government' and to<br />

improve democracy, while the Electronic Public Procurement legal framework accelerates the use of ICTs in<br />

public procurement.<br />

The e Health Action Plan (April 2004), defines how to use ICTs to deliver improved quality health care across<br />

Europe It will be followed by a Recommendation on e Health interoperability and a2010 Flagship on ICTs for<br />

independent living in an ageing society.<br />

The 2006 e Learning Conference explored how ICTs can improve European education and training in a life-long<br />

perspective.<br />

Society & Environment policies deal with 3 areas: Inclusion, Sustainable Development and e Business. Only<br />

Inclusion is relevant in this connection:<br />

The Ministerial Declaration on inclusion ensures equal access to ICT-powered services regardless of geographical<br />

location, wealth or health . The Commission further encourages more women to pursue an IT career to contribute<br />

to change and boost the ICT sector.<br />

A number of activities and support programmes have been established to increase the Digital Dividend in<br />

Education & Training, Public Administration and of course within European cultural industries.<br />

The MEDIA 2007 programme is particularly interesting in this connection. The programme aims to strengthen the<br />

competitiveness of the European audiovisual industry and includes a series of pilot projects to account for rapid<br />

technological changes.<br />
