In order to protect the interests of invalids, handicapped persons and other individuals with special needs, the Republic, autonomous province<br />

or local government shall secure part of the funds or other conditions for such persons to freely exercise the right to public information,<br />

especially the freedom of reception of ideas, information and opinions.<br />

Rights of Foreigners in the Field of Public Information<br />

Article 6<br />

Foreign natural and legal persons shall enjoy the same rights and obligations in the field public information as national persons, unless specified<br />

differently by the law or by a ratified international agreement.<br />

Ban on Monopoly in the Field of Public Information<br />

Article 7<br />

Every form of monopoly in the field of public information shall be prohibited with a view to protect the principles of free competition and<br />

pluralism of ideas and opinions.<br />

No one may enjoy the monopoly to establish or distribute a media outlet.<br />

No one may enjoy the monopoly to publish ideas, information and opinions in a media outlet.<br />

Application and Interpretation of the Provisions of this Law<br />

Article 8<br />

No provision of this Law may be interpreted or applied in a manner that may result in the abrogation of a right guaranteed by this Law or to a<br />

greater restriction of such a right than prescribed.<br />
